Reduction of Securities for Tract Map No.16507
Recommendation:
That the Honorable City Council approve the full release of the Water, Sewer, Drainage and Street Public Improvement Faithful Performance Securities for Tract Map No. 16507.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with Goal E Invest in Infrastructure in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Richmond American Homes of Maryland, Inc. (Richmond) purchased Tract Map No. 16507 (Tract 16507) from RY Properties in 2020. Tract 16507 encompasses 119 lots within a residential subdivision located at the southwest corner of Mesa View Drive and Luna Road. At the time of acquisition by Richmond, the tract was partially developed, with 61 lots remaining undeveloped. The conditions of approval for the tract required the developer to finalize various infrastructure components; those components being Monumentation, Water, Sewer, Drainage, and Street Improvements. Subsequently, on April 7, 2020, the City Council approved a Subdivision Improvement Agreement (SIA) with Richmond. This agreement outlined the responsibilities and obligations for the completion of Tract 16507. At the November 7, 2023, regular City Council Meeting, the Council approved an 80 percent release of the Water, Sewer, Drainage and Street Faithful Performance securities and accepted the Water, Sewer, Drainage and Street Improvements for Tract 16507.

Discussion:
Per Victorville Municipal Code Section 17.64.070, the remaining 20 percent of the Faithful Performance securities was held for a one-year warranty period. The warranty period was completed as of November 7, 2024, and there are no warranty claims. Therefore, staff recommends that the City Council approve the full release of the Water, Sewer, Drainage and Street Faithful Performance Securities for Tract Map No. 16507.
