Roof Replacement Contract Award for the Animal Care and Adoption Center Recommendation:
That the Honorable City Council award a contract to Ranger Roofing in the amount of $144,100.00 for the Roof Replacement at the Animal Care and Adoption Center through Project No. CC25-028.
Fiscal Impact:
This project was appropriated in the Fiscal Year 24/25 annual budget under Measure P Fund (Fund 105) from the following account code:
Staff’s recommendation will result in a fiscal impact of $144,100.00. Contingencies for potential change orders have been incorporated into the overall budget to account for any unforeseen conditions that may arise once work begins. Since the full extent of the roof's condition may only become evident during the project, this allowance ensures that any additional costs are covered without impacting the project's progress.
Strategic Plan Goal:
This project aligns with Strategic Goal B for Public Safety and Strategic Goal E to Investment in Infrastructure. This roof restoration project is part of the City’s efforts towards enhancing animal care and sheltering services and will also provide a long-term solution to existing infrastructure ensuring staff safety and asset protection.
Background:
In late 2023, the City entered into a lease agreement with Victor Valley Union High School District with the intention of repurposing the Goodwill High School property, located at Account Description Account Code Available Funding

16648 E Street, into an Animal Care and Adoption Center. Since then, staff has been making improvements to the site and existing buildings.
Prior to executing the lease agreement, a comprehensive assessment of the roof was conducted by the Facilities Division. The roof assessment concluded that the roof was in unsatisfactory condition and required replacement. Replacing the roof will prevent escalating maintenance costs, reduce energy inefficiencies, and protect the new improvements made to the interior of the buildings. If left unaddressed, roof failures could lead to costly repairs, operational disruptions, and safety hazards for members of the public, the animals, and City Staff. This project is crucial in maintaining the integrity of the Animal Care and Adoption Center and ensuring consistent service delivery. Photos of the existing conditions are attached for review (Attachment A).
Discussion:
Due to the roof damage and the necessity to repair the damage prior to the rainy season, the Facilities Division and Animal Care and Control Division conducted an informal bid process for this project. Pursuant to the procurement process through VMC 2.28.200, public works contracts with an estimated cost in excess of sixty thousand dollars but no more than five hundred thousand dollars, including any contingency established for change orders, shall be let to contract by the City using the informal bid procedures.
On September 4, 2024, a Notice Inviting Bids regarding a shingle roofing system for the Roof Replacement at the Animal Care and Adoption Center, was sent to thirty (30) contractors and posted on the City’s website for Project No. CC25-028. A mandatory pre- bid meeting and job walk was held on September 19, 2024, and bids were due by October 4, 2024, at 2:30 pm. Bids in their entirety are included in Attachment B. After review and tabulation of the bid proposals, Ranger Roofing was determined to be the lowest responsive and responsible bidder according to the base bid for this project.
The City's Purchasing Division also completed an evaluation of the bidder to include prior experience, insurance requirements, and an active state contractor license. Change orders are anticipated, and a budget contingency has been set aside to cover these expenses. All change orders will be addressed in accordance with VMC 2.28.180 regarding Construction Contract Change Orders.
Staff recommends that Council award a contract in the amount of $144,100.00 to Ranger Roofing for the roof replacement at the Animal Care and Adoption Center through Project No. CC25-028.
