City of Victorville
Engineering Department
July 1, 2024 through September 30, 2024
With the first quarter of FY 25 behind us, I am very proud to report on the progress of the Engineering Department. The Traffic Team completed multiple ongoing projects, most notably we installed stop signs at Bear Valley Road and Monte Vista Road on 9/10 and at Dos Palmas Road and Mesa Linda Avenue on 10/16.
Though no one wants additional stops on their daily commute, these warranted stop signs will make our City safer for all. We also opened the recently completed 3rd Avenue Street improvements at Bear Valley Road including the new signal at Bear Valley Road on 9/6. This much needed improvement was completely funded by a developer that recently completed the Circle K gas station at the northeast corner of Bear Valley Road and 3rd Avenue. Lastly on 9/20, we completed the new traffic signal at Mojave Drive and Condor Road. The new signal was mostly funded by a $762,000 Highway Safety Improvement Program (HSIP) grant. With these recently completed traffic improvements, we continue to make Victorville a safer City. We look forward to completing the five traffic signal modifications on 7th Street and the new signal at Village Drive and Puesta Del Sol in the Spring of 2025.
This quarter, our Water Team completed the repairs at Village Drive and Mojave Drive. This small project repaired a water leak that was undermining the sidewalk, curb & gutter, and the onsite concrete slab. We also completed the installation of a pressure reducing valve (PRV) at Mojave Drive and Amethyst Road.
The new PRV gives us redundancy by providing the Southern California Logistics Airport (SCLA) a second feed of potable water. Also at SCLA, we have substantially completed the Kern River Interconnection Project which will allow us to serve gas more cost effectively. We also continue to make progress in the Golden Triangle Water Service Line Replacement Project which will be completed in mid-November. This project was necessary because we have Pavement Coatings under contract to slurry seal the Golden Triangle area and other street segments throughout the City. Our Streets CIP Division wrapped up Bear Valley Road reconstruction from Amethyst Road to Highway 395 and continues to design our Spring/Summer 2025 pavement projects which include Mojave Drive, Roy Rogers Drive, Ridgecrest Road, and Bear Valley Road west of Highway 395. We have also kicked off the design for the expansion of our IWWTP which treats 2.2 million gallons a day of sewage. The expansion is needed to keep up with development on the west side of Victorville.
Speaking of development, our Development Engineering Team issued permits for two new residential subdivisions. On 7/16, we issued a permit to Richmond American Homes who is developing Tract No. 14132 which includes 238 new homes at the northwest corner of Ottawa Street and 3rd Avenue. This tract will complete the missing segments of both Talpa Street and Ottawa Street between 3rd Avenue and Arrowhead Drive. On 9/30 we issued a separate permit to D.R.
Horton for Phase 1 of the Westcreek tracts located at the northwest corner of Mojave Drive and Amethyst Road. Phase 1 includes 349 new homes and D.R.
Horton will be required to improve Mojave Drive (add a 3rd westbound lane on the north side), construct a drainage channel, two parks, and extend Amethyst Drive to the north amongst many other required improvements.
Our work will never be done, but with each completed project, big or small, we continue to make Victorville a great place to work, live, and play. A huge thank you to all our Engineering staff who make my job easy each and every day.
