Notice of Completion – Kern River Interconnect Project
Recommendation:
That the Honorable City Council accept as complete and approve the Notice of Completion for Kern River Interconnect Project and authorize the City Manager to execute the Notice of Completion.
Fiscal Impact:
There is no fiscal impact associated with this item. Retention in the amount of five (5) percent was withheld from each pay estimate during construction. In compliance with the current provisions of Chapter seven (7) of the California Public Contract Code, retention will be released after City Council approval and the recordation of the Notice of Completion. The retention account number, account description, and amount withheld are shown in the table below:

Strategic Plan Goal:
This item aligns with Goal E “Invest in Infrastructure” Strategy 8 “Complete Kern River interconnection project with Victorville Municipal Utility Services” in the City of Victorville Strategic Plan 2023-2026. Establishing a connection with the Kern River Gas Transmission Company will allow Victorville Municipal Utility Services (VMUS) to provide affordable, reliable, and quality gas services to the City’s natural gas users within the Southern California Logistics Airport service area.

Background:
On April 2, 2024, the City Council awarded a construction contract to Arizona Pipeline Company for the Kern River Interconnect Project, in the amount of $709,024.79. The contract was awarded for the construction of new natural gas pipeline interconnection and metering station facilities to connect with Kern River Gas Transmission Company, enabling the delivery of high-pressure natural gas at a significantly lower price.
Discussion:
The project was completed at a final contract price of $706,857.70. The final inspection occurred on September 20, 2024, when the project was substantially completed. The one- year warranty on the improvements began the date the work was accepted as substantially complete. Per California Public Contract Code § 7107(c), within 60 days after the recordation of the Notice of Completion, the City can release the final retention monies withheld on this project, provided there are no claims or unreleased liens against the contract.
Staff recommends that the Honorable City Council accept as complete and approve the Notice of Completion for Kern River Interconnect Project and authorize the City Manager to execute the Notice of Completion.
