Subject:
Construction Agreement with BluSky Restoration Contractors for the City Hall Reception and Security Expansion, Project JM25-080
Recommendation:
That the Honorable City Council approve the award of a construction agreement to BluSky Restoration Contractors in the amount not to exceed $380,928.45 for the City Hall Reception and Security Expansion, Project JM25-080.
Fiscal Impact:
The recommended action will result in a fiscal impact of $380,928.45. Funds for this expenditure have been appropriated in the Fiscal Year 2024-2025 budget through the American Rescue Plan Act (ARPA) (Account No. 2770010-55060-81018). No additional appropriations are necessary.
Strategic Plan Goal:
This item aligns with Strategic Goal B - Public Safety, implementing public safety strategies to support a thriving and growing community and Goal E: Invest in infrastructure, by maintaining the City’s assets through investment in infrastructure and innovations.
Background:
Public safety is a cornerstone of modern urban planning and governance, ensuring that individuals can live, work, and interact in a secure environment. The increasing threats, ranging from criminal activity to acts of terrorism, heighten the need to increase safeguard measures for both individuals and property.
In May 2019, the City, in collaboration with Triad Consulting, conducted an Urban Area Security Initiative (UASI) Security Site Assessment of eleven City-owned facilities, including City Hall. The UASI report includes the assessment of existing conditions and 3 9

safety measures. The report also includes recommendations to enhance security, physical protection, and electronic security systems. Lastly, the report provides potential mitigation measures for consideration. City staff met with the executive team of Triad Consulting and discussed and prioritized projects in an effort to strengthen safety throughout City facilities.
Staff has completed multiple recommended projects such as upgraded lighting, landscaping following the Crime Prevention Through Environmental Design (CPTED) criteria, and installation of cameras and access control devices throughout City facilities.
Installing bulletproof glass is an enhanced mitigation measure for the security of individuals and property. The bulletproof glass acts as a physical barrier to stop bullets and other dangerous projectiles, thus protecting the public and City staff from potential harm during an active shooter situation or another violent attack. It also deters criminal activity by signaling a high-security presence and the delay of entry for potential intruders, providing time for emergency response teams to act. Plans include the installation of a bulletproof storefront with automatic double doors adjacent to the customer entrance of City Hall and the construction of a new reception desk extending from the existing cashier’s area. Construction plans are included in Attachment A.
The addition of the barrier and the construction of a new reception desk will mitigate security threats. The new reception desk will create an area for each customer to be vetted prior to conducting business at all department counters. Customers will check in with the receptionist, and after being vetted, the receptionist will direct the customer to the appropriate department and allow access through the bulletproof glass doors via an electronic access control device.
The long-term cost-effectiveness of said barriers, along with the reduced liability and enhanced safety they provide, make them an economically sound choice. Additionally, the presence of bulletproof glass offers psychological reassurance, fostering peace of mind and improving productivity in protected spaces.
Discussion:
On November 19, 2024, a Request for Quotes (RFQ) was sent to three qualified contractors. A mandatory pre-bid meeting and job walk were held upon request, and bids were due by December 2, 2024. Minimal response caused an extension of the deadline to December 5, 2024. The following quotes received were evaluated in accordance with City Municipal Code Section 2.28.200.
Staff determined that BluSky Restoration Contractors is the lowest responsive and responsible bidder. Although the request for quotes garnered two, not three, quotes, staff Contractor Location Bid Amount
BluSky Restoration Contractors Riverside, CA $380,928.45 Belfor Property Restoration Riverside, CA $643,000.00
ATI Restoration Riverside, CA Declined to Bid

has conducted due diligence and recommends proceeding with the award to use ARPA funds that are required to be encumbered by December 31, 2024, as outlined in the U.S.
Department of the Treasury Final Rule.
Staff recommends that the City Council approve the award of a Construction Agreement (Attachment B) to BluSky Restoration Contractors for the City Hall Reception and Security Expansion, Project JM25-080.
Staff remains available for any questions the Council may have.
