Recommendation:
That the Honorable City Council:
(1) Approve the full release of the Monumentation Faithful Performance Security for Tract Map No.16684; and
(2) Approve the full release of the Public Improvement Labor and Material Securities for Tract Map No. 16684.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map No. 16684 (Tract 16684) is a 35-lot single-family subdivision located east of Cobalt Road, between Dos Palmas Road and Luna Road. Richmond American Homes (the Developer) is the current owner of Tract 16684. On March 2, 2021, the City Council approved a Subdivision Improvement Agreement (SIA) with the developer. The conditions of approval for the tract required the developer to complete several infrastructure components, including Drainage, Landscape Maintenance Assessment District (LMAD), Monumentation, Sewer, Streets, and Water Improvements. During the regular City Council meeting held on January 16, 2024, the City Council approved an overall reduction of the Faithful Performance Securities by 80-percent. Additionally, the City Council accepted the Drainage, Sewer, Streets, and Water Improvements. 3 8

Discussion:
Monumentation of a tract is the process of placing markers on a surveyed area of land to determine the boundaries of the tract. Monumentation also includes the points of street centerline and right-of-way intersections, the beginning and end of curves, and lot/parcel corners. Richmond American Homes has requested the release of the monumentation security for Tract 16684. The engineer of record for Tract 16684 has completed the required monumentation and has received full payment from Richmond American Homes.
Therefore, it is recommended that the monumentation security be released in its entirety at this time.
Additionally, per Victorville Municipal Code section 17.64.070(3), Labor and Materials Securities will be held for a six-month period. Therefore, staff recommends the full release of the Public Improvements Labor and Material Securities due to the acceptance taking place at the January 16, 2024, regular City Council meeting.
Staff remains available to answer any questions Council may have.
