Background:

On September 5, 2023, the City Council awarded a construction contract to C.A.

Rasmussen, Inc., in the amount of $8,944,073.46. The contract scope of work included infrastructure improvements to Bear Valley Road between Amethyst Road and Highway 395. Additional work was included in the contract to finish the uncompleted improvements at Tract 16792 with a settlement that was collected from the surety of a bankrupted developer.

The scope of work completed for Bear Valley Road included pavement preservation treatments, pavement rehabilitation or resurfacing, and major full depth reconstruction of the existing road. The work further included lane line striping, pavement markings, and replacement of existing concrete improvements that were damaged or non-ADA compliant such as sections of curb and gutter, curb ramps, and drive approaches. New infrastructure included two (2) sections of curb and gutter adjacent to existing residential developments, intersection cross-gutters, ADA compliant curb ramps at intersections where none existed, and a sidewalk between Cobalt Road and Remuda Road on the south side of Bear Valley Road.

The scope of work completed for Tract 16792 included capping the unfinished interior street segments with two (2) inches of asphalt pavement and construction of missing sidewalk segments and curb ramps along Dos Palmas Road. A Landscape Maintenance Assessment District (LMAD) block wall was constructed behind two (2) vacant lots to provide a continuous stretch of landscaping along Dos Palmas Road between Feather Rock Street and Braceo Street. The remaining public improvements for Tract 16792 will be completed by the current developer of the remaining vacant lots.

The intersection improvements at Bear Valley Road and Monte Vista Road were eliminated from the scope of contract work due to items outside of the City’s and contractor’s control. The planned right-turn pocket at the intersection will be included in the forthcoming Bear Valley Road reconstruction project from Highway 395 to Monte Vista Road. The recently installed stop sign at the intersection has alleviated the urgency to complete the construction of the turn pocket. Please see Attachment A, a map of the project locations.

Discussion:

The project was completed at a final contract price of $8,461,729.50. The final inspection and work for Bear Valley Road was substantially completed on August 23, 2024. Work on Tract 16792 was substantially completed on October 23, 2024. The one-year warranty on the improvements began the date the work was accepted as substantially complete.

Per California Contract Code Section 7107(c), within 60 days after the recordation of the Notice of Completion, the City can release the final retention monies withheld on this project, provided there are no claims or unreleased liens against the contract.

Staff recommends that the City Council accept as complete and approve the Notice of Completion for the Bear Valley Road Reconstruction Project and authorize the City Manager to execute the Notice of Completion.
