(2) Accept the completed Landscape Maintenance Assessment District (LMAD) Public Improvements for Tract Map No. 20274.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map No. 20274 (referred to as Tract 20274) is a 168-lot single-family subdivision located north of Eucalyptus Road, east of Amethyst Road, south of Sycamore Street, and west of Amargosa Road. On September 15, 2020, the developer KB Homes Greater Los Angeles, Inc. (KB Homes), entered into a Subdivision Improvement Agreement (SIA). The conditions of approval for the tract required the developer to complete several infrastructure components, including Drainage, Landscape Maintenance Assessment District (LMAD), Monumentation, Sewer, Streets, and Water Improvements. 3 8

Discussion:
The developer has completed the Landscaping Maintenance Assessment District (LMAD) Public Improvements on Amethyst Road, and they were placed on a 90-day Plant Establishment maintenance period which ended on November 7, 2024. It is recommended that an 80-percent, reduction of the Landscaping Maintenance Assessment District (LMAD), Faithful Performance Security be released and that the City Council accept the Landscaping Maintenance Assessment District (LMAD) Improvements for maintenance.
Per Victorville Municipal Code Section 17.64.070(4), the remaining 20-percent of the Faithful Performance Security is to be held for a one-year warranty period and the Labor & Materials Security will be held for a six-month warranty period.
Staff remains available for any questions Council may have.
