Notice of Completion for Building 686 Roof Replacement Project #CC24-013 Recommendation:
That the Southern California Logistics Airport Authority Board of Directors:
(1) Approve the Notice of Completion for Building 686 Roof Replacement, Project #CC24-013; and
(2) Authorize the Executive Director to execute the Notice of Completion.
Fiscal Impact:
This action will result in a fiscal impact of $29,649.85. A retention of five percent was withheld from each pay estimate during construction as per the Construction Agreement.
Upon Board approval of the Notice of Completion (“NOC”), the retention of $29,649.85 will be released thirty-five days after the NOC is recorded. Retention funds are available as follows:
Funding Source Budget FY 2024-2025

Strategic Plan Goal:
Goal E. Invest in Infrastructure: The Project provided a long-term roofing solution to a building that will become a revenue generating asset for the Airport.
Background:
The original roof base atop Building 686 was installed in 1959 and was comprised of three different roof levels. It was apparent that since its construction, the US Air Force modified Building 686 and the roof to suit its needs and the modifications left multiple obsolete protrusions that obstructed drainage. The large temperature variations common to the 5 9
3 Mojave Desert caused further issues as the metal roofs expanded and contracted with the weather. The continued expansion and contraction of the metal roofs over nearly 64 years caused small gaps to develop between the metal roof and the roofing screws that allowed rainwater and wind-blown dust to intrude into the buildings. It was apparent that additional roofing layers had been installed since 1959, which had also long since exceeded their intended life expectancy.
The enormity of existing square footage of dilapidated roofing on Building 686 made piecemeal repairs by SCLA staff impractical. Staff determined that the best option for the renewal of this roof was full-scale rehabilitation.
Discussion:
One portion of the Project involved the removal of approximately 28,500 square feet of deteriorated roofing solutions. Following the removal of the built-up roof layers and obsolete protrusions, the roof deck was cleaned, inspected, repaired where necessary, primed, coated with a minimum of 3 inches of Spray Polyurethane Foam (“SPF”), and sealed with three layers of elastomeric coating.
The other main portion of the Project required approximately 27,000 square feet of existing gable metal roof decking to be cleaned, inspected, and repaired where necessary. Multiple roof protrusions were removed and the subsequent holes patched to match the existing roof deck. The metal roof deck was primed, coated with a polyurethane material, and covered with three layers of elastomeric coating.
Building 686 is being rehabilitated to become a revenue generating asset. The interior space of this building needs to be clean and dry to protect the sensitive aviation equipment that will be stored in this building. The seamless nature of SPF and modern roof coating systems does not allow water, ice, or dust to intrude into tiny crevices in the roof.
On February 04, 2025, the Project was substantially completed and inspected to the satisfaction of staff, with final documentation submitted by Universal the following day.
The Project was completed on below budget for a total cost of $592,997.
Therefore, staff recommends that Your Honorable Board of Directors approve the issuance of the Notice of Completion for the Building 686 Roof Replacement Project #CC24-013 and authorize its execution by the Executive Director. Upon execution, the NOC will be filed with the San Bernardino County Recorder’s office to offer an opportunity for sub-contractors to make a claim for any work performed that remains unpaid. Thirty- five days after the NOC filing, should no claims be made, the SCLAA will release the retention currently held and owed to Universal Coatings, Inc. in the amount of $29,649.85.
Staff remains available for any questions or comments you may have.
