Reduction of Securities for Tract Map No. 15896-1
Recommendation:
That the Honorable City Council approve the full release of Labor and Materials Securities for Water, Drainage, Sewer, and Street Improvements for Tract Map No. 15896-1.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map No. 15896-1 (Tract 15896-1) is a 37-lot single-family subdivision located at the northwest corner of Nisqualli Road and 9th Avenue. KB Homes Coastal, Inc., (hereinafter referred to as KB Homes) acquired Tract 15896-1 from Javid Investments, LLC; Royal Investors Group, LLC; and Shayan Capital, LLC on January 16, 2020. The conditions of approval for the tract required that the developer finalize various infrastructure components; those components being water, drainage, sewer, Landscape Maintenance Assessment Districts (LMAD), and street improvements. The developer has made significant progress in the development of the tract, and at the regular City Council meeting held on August 20, 2024, the City Council approved and accepted the completed water, drainage, sewer, and street improvements.

Discussion:
Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials Securities are held for a 6-month period. Therefore, staff recommends the full release of the Labor and Materials Securities for Water, Drainage, Sewer, and Street Improvements due to the acceptance taking place at the August 20, 2024, regular City Council meeting.
