Subject:
Notice of Completion for Runway 17/35 Reconstruction Phase V, Project #CC24-126 Recommendation:
That the Southern California Logistics Airport Authority Board of Directors:
(1) Approve the Notice of Completion for Runway 17/35 Reconstruction Phase V, Project #CC24-126; and
(2) Authorize the Executive Director to execute the Notice of Completion.
Fiscal Impact:
This action will result in a fiscal impact of $257,253.96. A retention of five percent was withheld from each pay estimate during construction as per the construction agreement.
Upon Board approval of the Notice of Completion (“NOC”), the retention of $257,253.96 will be released thirty-five days after the NOC is recorded. The project was funded through Federal Aviation Administration (“FAA”) Grant funds, Airport Grant Match funds, and Airport Operations funds. Retention funds are available as follows:
Funding Source Budget FY 2024-2025
457-20110-95144 FAA Grant #33 Retention $171,631.10
450-20110-95144 SCLA Grant #33 Match Retention $19,070.12 450-20110-95144 SCLA Retention $65,570.12
457-20110-95125 FAA Grant #32 Retention $884.36
450-20110-95125 SCLA Grant #32 Match Retention $98.26
Strategic Plan Goal:
Goal E. Invest in Infrastructure: This Project involved several investments in airfield infrastructure by reconstructing a section of asphalt runway with concrete, taxi lane and shoulder reconstruction, installing stormwater drainage pipes to increase capacity, 4 0

coating and sealing Runway 3/21, and reconstructing the Runway 3 blast pad, thus improving the infrastructure of the airfield and preparing the Airport for future growth.
Background:
The Southern California Logistics Airport (“SCLA”) airfield consists of two commercial- length runways and nine taxiways. The main runway, Runway 17/35, consists of aged asphalt and newer concrete pavement sections. As FAA funding has become available, the asphalt sections have been replaced with concrete pavement, which has proven to be far more durable than asphalt. Phase V continued the asphalt reconstruction efforts on Runway 17/35 to improve the runway pavement and overall safety for aircraft operations. Ancillary to the runway pavement reconstruction, runway shoulders that were exhibiting signs of distress and a deteriorated high traffic taxi lane were also reconstructed, in addition to new stormwater drainage improvements that were necessary to accommodate future growth in the southeast portion of the SCLA. Runway 3/21 received a fresh coat of asphalt sealant to help extend the life of the asphalt. Lastly, a new blast pad was also constructed to meet FAA standards on Runway 3.
On October 15, 2024, following a formal solicitation process, the SCLAA Board of Directors approved the award of a construction contract to Pave-Tech, Inc., to complete Project #CC24-126. Construction commenced immediately following the issuance of the Notice to Proceed on October 30, 2024. On November 26, 2024, the SCLAA Board of Directors approved Amendment One to the Construction Contract with Pave-Tech Inc., for additional coating and sealing work to be performed on Runway 3/21.
Discussion:
Project #CC24-126 (“Phase V”) required significant quantities of concrete and asphalt to be removed and crushed into aggregate base material to be used in future projects, thus providing significant future material cost savings. Prior to the installation of new concrete and asphalt, the foundational soils were strengthened where needed with cement treatments that are designed to allow the natural soil to bind and compact, thus increasing the load bearing capacity of the natural soil. Staff and qualified engineers have identified foundational soil failure as a contributing cause of runway and taxiway failure at the SCLA.
Following the soil cement treatment and compaction, the taxi lane and runway areas were paved with Portland Cement Concrete. Several airfield location signs were replaced as part of the project. Airfield pavement markings were removed and reapplied. Airfield lighting and electrical lines were rerouted and reconfigured. The entire project was designed to comply with FAA requirements.
Phase V and Amendment One were substantially completed on January 20, 2025, and inspected to the satisfaction of staff, the contracted project engineer from Burns & McDonnell Engineering Company, Inc., and the FAA. The project was completed on budget for a total construction cost of $5,145,079.44.
It is now the desire of staff to issue the Notice of Completion (“NOC”). Upon execution, the NOC will be filed with the San Bernardino County Recorder’s office to offer an opportunity for sub-contractors to make a claim for any work performed that remains 4 0

unpaid. Thirty-five days after the NOC filing, should no claims be made, the SCLAA will release payment of the retention currently held and owed to Pave-Tech, Inc. In the event that a claim is made, the SCLAA will release the retention amount that is not subject to the claim. The retention amount subject to a claim would then be held by the SCLAA until resolution of the claim.
Therefore, staff recommends that the Southern California Logistics Airport Authority Board of Directors approve the issuance of the Notice of Completion for Project #CC24- 126 and authorize the Executive Director to execute said Notice of Completion.
Staff remains available for any questions or comments you may have.
