Subject:

Approval of Stencil Truck purchase
Recommendation:

That the Honorable City Council award Roadline Products USA, as the authorized distributor, for the piggyback purchase of a Stencil Truck in the amount not to exceed $165,663.94, under Sourcewell Contract #091521-NAF.

Fiscal Impact:

The amount of $166,000 was appropriated for an additional Stencil Truck in the City’s Fiscal Year 2024/2025 Capital Improvement Project (CIP) budget under the Measure I Traffic Control Fund 250 account (2505008-55045-60148). Hence, there is sufficient funding available for the purchase and delivery costs of $165,663.94 for the said Stencil Truck.

Strategic Plan Goal:

Goal E – Invest in Infrastructure: Ensuring our community’s wellbeing and sustaining a healthy and livable community by investing in the necessary resources to maintain and improve the City’s infrastructure. The purchase of the Stencil Truck will enhance our ability to maintain City streets and respond effectively to street marking needs, ensuring clear and visible roadway signage for motorist, cyclists, and pedestrians. This Stencil Truck will assist the City’s Engineering staff to improve traffic safety and enhance roadway visibility.

Background:

Engineering staff is responsible for maintaining and ensuring that the City's traffic control infrastructure is well-maintained and functional. Currently, the City operates with only one Stencil Truck, which only allows a single crew to perform maintenance on roadway legends, parking lots, crosswalks, and over 3,200 STOP bars throughout the City. 4 0

The availability of just one Stencil Truck presents a significant challenge, for completing the required maintenance within the recommended annual timeframe. This limitation highlights the need for additional resources to ensure that all traffic markings are consistently upheld for the safety of all motorists and pedestrians.

Discussion:

The proposed Stencil Truck will be utilized by the Traffic Control Division to perform an increased number of STOP bars, legends, and crosswalks throughout the City.

Additionally, the demand for preventive and response maintenance has been rising due to wear and increased traffic volume. Consequently, the need for an additional Stencil Truck has become significant to support the City’s roadway and parking lot paint infrastructure and to ensure timely and efficient maintenance while reducing delays in critical safety markings.

The Stencil Truck is equipped with two pumps, two spray guns, and the capability to spray two different colors of paint simultaneously. It also features an arrow board, construction signs, and cones to enable the use of road closures or traffic control as needed. Acquiring an additional stencil truck would allow multiple crews to work simultaneously, ensuring the timely upkeep of the City’s infrastructure.
