Submitted By:

Fredy Bonilla, City Engineer

Subject:

Reduction of Securities for Tract Map No. 16828
Recommendation:

That the Honorable City Council approve the full release of the Street Improvement Labor and Materials Security for Tract Map No. 16828.

Fiscal Impact:

There is no fiscal impact associated with this item.

Strategic Plan Goal:

This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.

Background:

Tract Map No. 16828 (Tract 16828) is 40-lot, single family residential subdivision located at the northwest corner of Cordova Road and Tawney Ridge Lane. The conditions of approval for the tract required the developer to complete various infrastructure components, including the Monumentation, Water, Sewer, and Street Public Improvements. On September 14, 2021, the City Council approved a Subdivision Improvement Agreement (SIA) secured by improvement securities with FH II, LLC, a California Limited Liability Company, also known as Frontier Homes for the development of the tract. The developer has made significant progress in the development of the tract, and at the regular City Council meeting held on September 17, 2024, the City Council approved and accepted the completed street improvements. 4 0

Discussion:

Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials Securities are held for a 6-month period to allow subcontractors that have furnished labor, materials, or equipment, to file a claim for payment. Therefore, staff recommends the full release of the Street Public Improvement Labor and Materials Security due to the acceptance taking place at the September 17, 2024, regular City Council meeting and because no claims have been filed on the Labor and Materials security.

Staff is available for any questions Council may have.
