Notice of Completion – Water Service Line Replacement Project, Area 6 Recommendation:
That the Honorable Board of Directors accept as complete and approve the Notice of Completion for Water Service Line Replacement Project, Area 6 and authorize the General Manager to execute the Notice of Completion.
Fiscal Impact:
There is no fiscal impact associated with this item. Retention in the amount of five percent was withheld from each pay estimate during construction. Retention will be released after the Board of Directors approval and the recordation of the Notice of Completion. The retention account number, account description, and amount withheld are shown in the table below:

Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. The project replaced old plastic water service lines that were prone to leaks with more durable and dependable copper pipes, thereby providing a more robust domestic water system.
Background:
On October 17, 2023, the Board of Directors awarded a construction contract to Christensen Brothers General Engineering, Inc., for Water Service Line Replacement 4 0

Project, Area 6, in the amount of $2,971,030.25. The contract was awarded for the replacement of old plastic water service lines with copper material, replacement of 638 plastic water service lines including service saddles in the Golden Triangle defined as north of Eucalyptus Street, south of Bear Valley Road, east of Mesa Linda Street and west of Amethyst Road, please see Attachment A the Project’s Location Map.
Discussion:
The project was completed at a final contract price of $2,338,038.45. The final inspection occurred on December 13, 2024, when the project was substantially completed. The one- year warranty on the improvements began the date the work was accepted as substantially complete. Per California Public Contract Code 7107 (c), within 60-days after the date of completion of the work of improvement, monies withheld on this project shall be released, provided that there are no claims or unreleased liens against the contract.
Staff recommends that the Honorable Board of Directors accept as complete and approve the Notice of Completion for the Water Service Line Replacement Project, Area 6 and authorize the General Manager to execute the Notice of Completion.
