City of Victorville
Engineering Department
January 1, 2025 through March 31, 2025
• We also received City Council approval for the purchase of a second stencil truck that will allow our striping crews to re-stripe legends at two separate locations simultaneously as this new stencil truck is in addition to the existing stencil truck we already have.
• We continue to make great progress on the design of our street improvement projects on Ridgecrest Road, Roy Rogers Drive, and Mojave Drive. We hope to advertise these projects next quarter so that we are in construction later this summer.

Lastly, I want to dedicate this quarterly update to our long time Assistant Engineer I, Mr. Del Carlile, who sadly passed away on Thursday February 6. Del started with the City of Victorville in July 1985 as a Planning Technician. In 1987, he was
promoted to an Engineering Assistant then to Junior Civil Engineer in 1989. In 2015, he progressed to his current position. Del was meticulous in his work and an excellent plan checker. He reviewed numerous important development
projects, including the Walmart at Palmdale & 395 and
multiple projects at SCLA. Over the course of his 39 years with the City, many of us had the great pleasure of working with Del and getting to know him; so, this loss is profound and caused us great sadness. We will continue to work hard as Del did to improve the City with each and every project.

Fredy A. Bonilla, City Engineer
Our Engineering Department worked very hard in the third quarter of fiscal year 2024-2025. I am very proud to report on the progress of our Engineering Department:
• We completed the Eucalyptus Street Infrastructure Project, the Citywide Pavement Preservation and Maintenance Project, and the installation of five new streetlights on Bear Valley Road.

Restoration Project
• We awarded a construction contract to DM Contracting Inc. for the construction of 3,380 linear feet of sidewalk, 16 new curb ramps, and 31 new driveway approaches in Old Town Victorville.

This grant funded project will be installing sidewalk at nine different locations and continues the success of Phase 1 which was completed in 2023 in which we constructed 2,285 linear feet of sidewalk, 38 curb ramps, and 25 new driveway
approaches at 13 separate locations. Our goal is to start construction in May and complete the project by July.
• We also awarded a construction contract to Genesis
Construction for the Area 7 Pressure Zone Change. This project consists of reconfiguring the existing water system zones to address deficient pressure and inadequate fire flow in the northeast corner of Balsam Road and Bear Valley Road. The project will double the water pressure from 40-psi to 80-psi and we will construct 440 individual pressure regulators to be installed on all service laterals to protect plumbing of existing homes and commercial buildings. We will start the project in May and hope to complete the project this Fall.
• In Traffic Engineering Team, we completed the acquisition of a new bucket truck. This bucket truck is the third in our fleet and will allow our traffic signal maintenance technicians the ability to perform maintenance on up to three of the City’s 100 traffic signal locations at the same time. This will ensure that we can keep our traffic signals properly maintained.

Thank you, Del, for being a long-
time employee and for
helping us with all the City’s
successes the last 39 years.
