FINDING THE PROJECT EXEMPT FROM CEQA, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
NECESSARY DOCUMENTS TO ACCEPT AW ARD
WHEREAS, the City of Victorville is a municipal corporation duly organized and existing pursuant to the Constitution of the State of California; and WHEREAS, the City of Victorville applied for and is conditionally approved to receive grant funds totaling $503,700 from the 2024 Sustainable Communities Program Active Transportation and Safety Application administered by the Southern California Association of Governments ("SCAG") for the La Paz Drive Traffic Circle Quick Build Project; and WHEREAS, The City's La Paz Drive Traffic Circle Quick Build Project proposes to install quick-build elements within the La Paz Drive/Seneca Road intersection, focusing on improving immediate safety needs, pedestrian and bicycle connectivity; and WHEREAS, as a condition of grant award, SCAG requires that the City of Victorville provide the granting agency with 1.) CEQA Clearance for the project and 2.) a Resolution from the grantees' elected body of intent to accept the award; and WHEREAS, the City of Victorville wishes to delegate authorization to execute these agreements and any amendments thereto; and
WHEREAS, said City Council, being fully advised in the premise, does hereby proceed as follows.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
VICTORVILLE, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct and are incorporated herein and made a part of this Resolution.
SECTION 2. The City Council approves this resolution and authorizes the City Manager or designee to execute all necessary grant-related documentation, agreements, and any amendments to facilitate the grant and project.
SECTION 3. The City Council hereby finds and determines that the Project is exempt from the California Environmental Quality Act or "CEQA" and qualifies for an exemption pursuant to CEQA Guidelines Section 15301(c) "Existing Facilities". This categorical exemption includes minor alterations of existing streets, sidewalks, gutters, bicycle and pedestrian tra ils, and similar facilities as well as other alterations such as the addition of bicycle facilities, that involve negligible or no expansion of an existing use. The project proposes the construction of a traffic circle at the intersection of La Paz Drive and Seneca Road aimed to improve road safety for all users and does not propose any expansion of existing use as it will not add additional lanes. The project will involve re-striping and installation of ADAcompliant curb ramps. It is anticipated that the proposed roundabout will enhance traffic flows, reduce travel times, improve fuel efficiency, and decrease traffic congestion.
SECTION 4. City staff are hereby directed to prepare and post a notice of exemption according to CEQA Guidelines Section 15062 with the San Bernardino County Registrar/Recorder and the California State Clearinghouse.
SECTION 5. The City Clerk shall certify as to the adoption of this resolution and shall enter the same in the Book of Original Resolutions.
