Notice of Completion – Roof Replacement for Animal Control Building, Project CC25- 028
Recommendation:
That the Honorable City Council:
(1) Accept as complete and approve the Notice of Completion for the Roof Replacement at the Animal Control Building, Project CC25-028; and (2) Authorize the City Manager to execute the Notice of Completion.
Fiscal Impact:
There is no fiscal impact associated with this item. Retention in the amount of five percent was withheld from each payment application during the course of construction as per the construction agreement. The retention of $7,205.00 will be released after City Council approval and the recording of the Notice of Completion. The retention account numbers, account descriptions and amounts withheld are shown in the table below.

Strategic Plan Goal:
The City of Victorville Strategic Plan 2023-2026 identifies multi-year strategic goals and various strategies to work toward achieving these goals. The Roof Replacement for the Animal Control Building, Project CC25-028, aligns with Strategic Goal E to Invest in Infrastructure. This roof restoration project will provide a long-term roofing solution to existing infrastructure ensuring staff safety and asset protection. 4 0

Background:
On November 19, 2024, the City Council unanimously awarded a construction agreement to Ranger Roofing & Solar in the amount of $144,100.00 for the Roof Replacement of the Animal Control Building under Project CC25-028. A building permit (permit number BLDC25-00025) was issued by the City of Victorville Building Department for the roof replacement in accordance with City requirements. There was no change orders executed during construction.
Discussion:
The Roof Replacement for the Animal Control Building passed Building Department inspection through permit number BLDC25-00025 on March 26, 2025. Before and after photos of the roof have been provide for reference (Attachment A). Project CC25-028 was completed on March 26, 2025, within the contract expiration date and to the satisfaction of staff. Therefore, staff is requesting the approval and filing of the Notice of Completion for this project (Attachment B).
