Subject:

Selection Committee's Appointment to the Measure P Oversight Committee Recommendation:

That the Honorable City Council appoint Dr. Michael Arteaga, Resident Member of Education, to the Measure P Oversight Committee.

Fiscal Impact:

There is no fiscal impact associated with this item.

Strategic Plan Goal:

This item aligns with Goal A, Financial Sustainability, which focuses on fostering fiscal health through disciplined long-term planning, cost control and increased revenues. The Measure P Oversight Committee serves an important role in reviewing and approving the previous year’s Measure P Independent Audit and submitting the annual Transmittal Letter to the City Council, confirming that revenues and expenditures of Measure P funds have complied with the intent of Measure P.

Background:

On October 6, 2020, the City Council approved Resolution 20-083, establishing a Measure P Oversight Committee (MPOC) for the City's one percent (1%) General Transaction and Use Tax (Measure P). The MPOC was originally composed of seven members, currently serving in a leadership role, each one selected from various stakeholder groups in the community. In accordance with the bylaws of the MPOC, four members were appointed to serve an initial 4-year term, and three members were appointed to serve an initial 2-year term, with a random draw to determine which positions served the initial 4-year and 2-year terms.

The purpose of establishing the MPOC was to ensure that revenues and expenditures of Measure P funds complied with the intent of Measure P. The Measure enabled the City 4 1
4 3
to expand essential services and increase public safety for Victorville. At the March 21, 2023, City Council meeting, the Council adopted Resolution No. 23-017, amending the MPOC bylaws and removing the leadership requirement. This amendment was designed to promote a full Committee membership and participation at future meetings.

Due to expiring terms, on April 1, 2025, staff brought forth an agenda item to reaffirm the membership of four MPOC members, extending their term for an additional four years.

During this meeting, the City Council approved to reaffirm the membership of the following three out of four MPOC members:
•Mark Creffield, Resident Member of Local Chamber of Commerce •Margaret Cooker, Resident Member of the Senior Community •Jeremy Taylor, Resident Member of Youth/Recreation
This action resulted in one vacancy in the MPOC in the category for Resident Member of Education.

Discussion:

With a vacancy remaining in the Resident Member of Education category, staff initiated the recruitment process to fill the vacancy in the MPOC. Staff advertised the vacancy on all the City's social media sites, posted it on the City of Victorville's website, and advertised in the City's digital newsletter — Victorville Connect. The application was available on the City website, along with the qualifications, terms, roles and responsibilities, appointment process, and bylaws.

The Selection Committee, consisting of the Mayor, Mayor Pro-Tem, and City Manager, reviewed a total of 13 applications to fill the vacancy in the MPOC. After a thorough review of all applications submitted, the Selection Committee recommended Dr. Michael Arteaga for appointment, to serve under the Resident Member of Education category.

If approved, this recommendation will bring the total count of members on the MPOC to seven, providing full Committee membership. Staff recommends that the City Council appoint Dr. Michael Arteaga, Resident Member of Education, to the Measure P Oversight Committee.

Staff remains available for any questions or comments the Council may have.
