Subject:
Reduction of Securities for Tract Map No. 17047
Recommendation:
That the Honorable City Council approve the full release of the Water, Sewer, Drainage, and Street Improvement Labor and Materials Securities for Tract Map No. 17047.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map No. 17047 (Tract 17047) encompasses a residential area with 82-lots, located at the southwest corner of Nisqualli Road and Second Avenue. The conditions of approval for the tract required the developer to complete various infrastructure components, including the Water, Sewer, Drainage, Monumentation, and Street Public Improvements.
On May 20, 2021, a Subdivision Improvement Agreement (SIA) was recorded and secured by improvement bonds with KB Home Coastal, Inc., also known as KB Homes, for the development of the tract. The developer has made significant progress in the development, and at the regular City Council meeting held on October 1, 2024, the City Council approved and accepted the completed Water, Sewer, Drainage, and Street Improvements.

Discussion:
Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials Securities are held for a 6-month period to allow subcontractors that have furnished labor, materials, or equipment, to file a claim for payment. Therefore, staff recommends the full release of the Water, Sewer, Drainage and Street Public Improvement Labor and Materials Securities due to the acceptance taking place at the October 1, 2024, regular City Council meeting and because no claims have been filed on the Labor and Materials security. The developer posted Labor and Material Securities for Monumentation; however, these were not required and can be released in their entirety.
Staff is available for any questions Council may have.
