Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E - Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map No. 13908 is a multi-phase residential subdivision of 250 single-family lots, located at the northwest corner of Tawney Ridge Lane and Amargosa Road, please see Attachment A, Vicinity Map. In 2005, KB Home Greater Los Angeles (KB Homes), as the property owner, recorded four (4) separate phased tract maps after providing separate subdivision improvement agreements secured by improvement bonds as security for the required public improvements. Phases 1 and 2 were developed prior to the Great Recession of 2008.
In 2005, KB Homes entered into a Subdivision Improvement Agreement (SIA) and posted securities for the required public improvements for Phases 3 and 4. As part of the 4 1
1 4
conditions of approval, KB Homes was responsible for completing key infrastructure components, including sewer and street improvements. Over the years, KB Homes has made significant progress on the development. Following numerous phases of construction and collaboration with the City of Victorville, the tract’s public improvements are now complete.
Discussion:
The Developer has completed the Sewer and Street Public Improvements for Tract Map Nos. 13908-3 and 13908-4. Therefore, staff recommends that the City Council approve an 80-percent reduction of the Faithful Performance Security, in accordance with Victorville Municipal Code (VMC) Section 17.64.070(1) and accept the completed Sewer and Street Public Improvements. The remaining 20-percent of the Faithful Performance Security will be held for the one-year warranty period, as stipulated in VMC Section
17.64.070(4).
Staff remains available to answer any questions the Council may have.
