Strategic Plan Goal:
This item aligns with Goal A “Financial Sustainability” and Goal E “Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Annual assessment revenue supports the expenses for operations, maintenance, and improvement of associated landscaping, parks, and infrastructure.
Background:
City Wide Assessment Districts were formed in accordance with the Landscape and Lighting Act of 1972, pursuant to Section 22605 of the Streets and Highways Code, and Section 22500 et seq., as per the requirements set forth in Proposition 218. In 1987, the City Council established the first Landscape Maintenance Assessment District (LMAD) to provide ongoing funding for the maintenance of landscaped areas along major and secondary arterial roadways adjacent to residential developments.
In 2003, the first Drainage Facilities Assessment District (DFAD) was created to support the continued maintenance of drainage basins and channels within residential housing developments.
In 2006, the City Council established the first Maintenance Assessment District (MAD) to fund the long-term maintenance of parks located within residential communities.
In 2013, the City-Wide Street Lighting Assessment District (SLAD) was formed to supplement funding for the ongoing maintenance of the City’s Street lighting, safety lighting, and traffic signal systems and facilities.
As outlined in Section 22624, the City Council is first required to initiate proceedings by ordering the preparation of the Engineer’s Reports, preliminarily approving the reports, and declaring the intent to levy assessments and set the date for the Public Hearing. This process ensures the public has the opportunity to review the Engineer’s Reports and 4 1

allows staff to make any necessary revisions. The final Engineer’s Reports are then presented for consideration at a subsequent Public Hearing.
Discussion:
During the regular City Council meeting on May 20, 2025 the Council initiated the proceedings and ordered the Engineer’s Reports, preliminarily approved the Engineer’s Reports, and declared intent to levy and set the Public Hearing date. The Engineer’s Reports have been revised since the May 20, 2025 City Council meeting to include all the Assessor’s Parcel Numbers for each assessment district, and are now in final form on file with the Engineering Department. Expenditures for each assessment district were updated to reflect the recently proposed Fiscal Year (FY) 2025/2026 budget. These changes were minor and did not change the proposed recommendations.
Required procedures now allow the public to comment during this meeting before approving the final resolutions. If the resolutions are approved, the special assessments will be submitted to the San Bernardino County Office prior to their August 10, 2025 deadline. The County will then be able to apply the special assessments to the FY 25/26 tax rolls.
Therefore, staff recommends that the Council conduct a Public Hearing to receive testimony, give final approval of the Engineer’s Reports, adopt Resolution Nos. 25-043 through 25-046 confirming and ordering the levy and collection of the annual assessments for the respective assessment districts, and authorize the City Manager or his designee to execute all documents related to implementation of the special assessment district fees.
Staff remains available to answer any questions the Council may have.
