Subject:

Project Proposal to California Transportation Commission for Local Streets and Roads Funding for Fiscal Year 2025-2026
Recommendation:

That the Honorable City Council:
(1) Adopt Resolution No. 25-050, approving three road projects for submittal to the California Transportation Commission to be eligible to receive Local Streets and Roads Funds for Fiscal Year 2025-2026; and
(2) Authorize staff to submit this project proposal to the California Transportation Commission.

Fiscal Impact:

No Fiscal Impact will result from this action and no additional appropriation is required.

The funds for the project have been included in the proposed Fiscal Year (FY) 2025-2026 budget.

Strategic Plan Goal:

This request aligns with Goal E “Invest in Infrastructure”, Strategy 11 in the City of Victorville Strategic Plan 2023-2026. Submitting a list of road projects is required to obtain Senate Bill 1 (SB1) funding to support local road rehabilitation and improvement projects.

This request will provide the City the ability to supplement Measure I with more funding to improve road conditions, as well as safety for pedestrians and drivers along the proposed corridors.

Background:

Local Streets and Roads Funding is available to cities and counties in California as a result of SB1, which generates funds through increased fuel taxes and vehicle registration fees. Various portions of this funding are deposited by the State Controller into the Road Maintenance and Rehabilitation Account (RMRA). One portion of this account is the Local 4 1
8 9
Streets and Roads Fund (LSRF). The California Transportation Commission (CTC) adopts and updates guidelines for the use of the LSRF. This funding must be used on specific projects and cannot be used for street and road Operations and Maintenance (O&M) expenses. In accordance with the guidelines, eligibility for LSRF funding requires that, “an eligible city or county shall submit to the CTC a list of projects proposed to be funded with these funds pursuant to an adopted resolution by the applicable city council or county board of supervisors at a regular public meeting”.

Table A below provides a summary of past resolutions submitted to the CTC, detailing the estimated SB1 funding the City expected to receive.

Table C below lists the capital improvement projects that were previously approved and submitted to the CTC for LSRF funding. The table includes the amount of SB1 funds budgeted for each project and funds expended for each project.

Table D below also shows capital improvement projects previously approved and submitted to the CTC for LSRF. No SB1 funding has been spent to date for these projects.

Table D
Project Budget
Mojave Dr, El Evado to La Paz Dr $ 3,375,820
Roy Rogers Dr, Amargosa Rd to NB I-15 Ramps $ 1,200,000 Bear Valley Rd, Bellflower Rd to Monte Vista Rd $ 1,200,000 Ridgecrest Rd, Bear Valley Rd to Pahute Ave $ 1,200,000 Total: $ 6,975,820
Table B indicates that, as of May 2025, the City has collected a total of $19,501,922.57 from the CTC, plus $557,519.38 in interest accrued on the account balance. According to Table C, the City has spent $12,068,797 of SB1 funding on seven (7) capital improvement projects, with the most recent completed project being the Bear Valley Road project. Table D shows that $6,975,820 is budgeted for four (4) projects that are still pending completion. Since 2017/18 the City has budgeted a total of $19,389,978 for these projects.

For FY 2024/25, revenue received to date is expected to increase, as the City anticipates receiving three (3) more disbursements for the fiscal year. The average monthly disbursement so far this fiscal year has been $309,310. Considering there are three (3) disbursements left, it is anticipated that the City will receive approximately $927,930 of additional revenue. This estimated revenue combined with the amount received to date, may total $3,711,721 for FY 2024/25, which is approximately $158,484 more than the amount projected in Resolution 24-030 submitted to the CTC.

The Roy Rogers Drive, Ridgecrest Road and Mojave Drive (I-15 to Amargosa Road) improvement projects are tentatively scheduled to be advertised for construction in the summer/fall of 2025. The Bear Valley Road from US-395 to Monte Vista Road project is tentatively scheduled for construction in the summer of 2026.

There is a carryover provision in the LSRF guidelines which allows for LSRF to be carried over to future years. There is also a provision which allows LSRF to be added to projects which have been previously approved for LSRF. These provisions provide flexibility for revising the funding on projects due to changes in costs. 4 1

Discussion:

If the projections discussed are accurate, the total revenue the City will collect by the end of FY 2024/25 will be approximately $20,879,071. This is $1,597,093 more than what is currently budgeted for the CTC approved capital improvement projects. It is anticipated a portion of this surplus will be used for the Mojave Drive Reconstruction project. The remaining balance will be used to cover other costs associated toward management- related expenses for SB1 funding, either reimbursable to the CTC or applied to upcoming capital improvement projects.

For this coming FY 2025/26, the due date for the LSRF resolution submittal to the CTC is July 1, 2025. The amount of LSRF funds available to the City for FY 2025/26 is estimated to be $3,742,980. Staff is recommending the submission of a proposal to the CTC to include the pavement rehabilitation project listed in Table E, in order to maintain eligibility for continued LSRF funding.

FY 2025/26 Measure I
Mojave Dr, US-395 to Seventh St $9,555,000 $3,600,000 $5,955,000 The project listed in Table E was included in the approved FY 2025/26 Budget, with funding allocated from SB1 (Fund 221) and Measure I (Fund 250). Additionally, the project will be included in the Measure I Five-Year Capital Improvement Program.

Staff recommends that the City Council adopt Resolution No. 25-050, approving the submission of the Mojave Dr (US-395 to El Evado Rd) project to the CTC for eligibility to receive LSRF funds in the amount of $3,742,980 for Fiscal Year 2025-26, and authorizing staff to submit this project proposal to the CTC.

Staff is available for any questions Council may have.
