Subject:

Reduction of Securities for Tract Map No. 20274
Recommendation:

That the Honorable City Council approve the full release of Landscape Maintenance Assessment District (LMAD) Public Improvement Labor and Materials Security for Tract Map No. 20274.

Fiscal Impact:

There is no fiscal impact as a result of this action.

Strategic Plan Goal:

This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.

Background:

Tract Map No. 20274 (referred to as Tract 20274) is a 168-lot single-family subdivision located north of Eucalyptus Road, east of Amethyst Road, south of Sycamore Street, and west of Amargosa Road. On September 15, 2020, the developer KB Homes Greater Los Angeles, Inc. (KB Homes), entered into a Subdivision Improvement Agreement (SIA). The conditions of approval for the tract required the developer to complete several infrastructure components, including Drainage, Landscape Maintenance Assessment District (LMAD), Monumentation, Sewer, Streets, and Water Improvements. The developer has made significant progress in the development of the tract, and at the regular City Council meeting held on December 17, 2024, the City Council approved and accepted the completed Landscape Maintenance Assessment District (LMAD) Public Improvement.

Discussion:

Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials Securities are held for a 6-month period to allow subcontractors that have furnished labor, materials, or equipment, to file a claim for payment. Therefore, staff recommends the full release of the Landscape Maintenance Assessment District (LMAD) Public Improvement Labor and Materials Security due to the acceptance taking place at the December 17, 2024, regular City Council meeting and because no claims have been filed on the Labor and Materials security.

Staff is available for any questions Council may have.
