Strategic Plan Goal:

Background:

On October 3, 2023, the City Council unanimously awarded a construction agreement to Apple Valley Communications, Inc. in the amount of $1,323,485.00 for Wellness Center Low Voltage Contractor Services under Project JM024-028. There were five change orders requested and four approved during construction totaling $195,153.84. The approved change orders included communication upgrades, card access reader connections at various doors and gates as well as power injectors for the camera system.

Discussion:

The scope of work for the Wellness Center Low Voltage Contractor Services required Apple Valley Communications, Inc. to furnish, deliver, and install a suite of sophisticated, integrated systems across the entire Wellness Center Campus, including:
• Data network and structured cabling systems;
• Paging and internal communications infrastructure;
• Card access control system for doors and gates;
• Intrusion detection and alarm systems; and
• High-resolution video surveillance system.

These systems were purposefully designed to align with existing technologies used in other City-owned facilities to ensure continuity, compatibility, and centralized control. The successful deployment of these systems was critical to establishing a safe, secure, and technologically advanced operating environment for the Wellness Center, a campus that serves as the cornerstone of the City’s strategic efforts to address homelessness through coordinated, wraparound services.

The extended period between project commencement and issuance of the Notice of Completion reflects the highly intricate and dynamic nature of the installation. Unlike conventional single-structure projects, the Wellness Center is a multi-building, service- intensive campus with multiple stakeholder needs, ongoing operations, and evolving service requirements. The contractor was tasked with executing precise technical work while simultaneously adapting to an active construction site, an operating facility, and coordinating with multiple City departments, the base builder, third-party consultants, and operational staff. Notably, significant time and effort were required to interface with pre- existing infrastructure, resolve unforeseen site conditions, and ensure seamless integration with legacy and enterprise systems already in use by the City. Work was carried out in parallel with phased building occupancy, necessitating adjustments in both sequencing and execution to avoid disruption to critical services.

This project demanded a robust, responsive, and collaborative approach, with the resulting systems now fully operational and integrated while providing foundational support for communications, access control, monitoring, and emergency responsiveness.

Accordingly, staff recommends that the City Council approve the Notice of Completion for the Wellness Center Low Voltage Contractor Services, Project JM024-028, and authorize its execution by the City Manager. Upon execution, the Notice will be filed with the San Bernardino County Recorder’s Office to initiate the 35-day claims period for any 4 2

outstanding subcontractor claims. Following this statutory period, if no claims are received, the City will release the retention in the amount of $75,931.94 to Apple Valley Communications, Inc.
