Reduction of Securities for Tract Map No. 15896-1
Recommendation:
That the Honorable City Council approve the full release of the Faithful Performance Securities for Water, Drainage, and Sewer Improvements for Tract Map No. 15896-1.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map No. 15896-1 (Tract 15896-1) is a 37-lot single-family subdivision located at the northwest corner of Nisqualli Road and 9th Avenue. KB Homes Coastal, Inc. (hereinafter referred to as KB Homes) acquired Tract 15896-1 from Javid Investments, LLC; Royal Investors Group, LLC; and Shayan Capital, LLC on January 16, 2020. The conditions of approval for the tract required that the developer finalize various infrastructure components; those components being water, drainage, sewer, and street improvements.
The developer has made significant progress in the development of the tract, and at the regular City Council meeting held on August 20, 2024, the City Council approved and accepted the completed water, drainage, sewer, and street improvements.
Discussion:
In accordance with Victorville Municipal Code Section 17.64.070(3), the remaining 20- percent of the Faithful Performance Securities were held for a one-year warranty period. 4 2

Therefore, staff recommends the full release of Water, Drainage and Sewer Improvement Faithful Performance Securities for Tract Map No. 15896-1 as the acceptance of the improvements took place at the regular City Council meeting held on August 20, 2024.
The remaining release for the street improvements will be completed in a future meeting as KB Homes is currently addressing a warranty item.
