Strategic Plan Goal:
Goal E. Invest in Infrastructure: Project #CC25-066 invested in infrastructure by providing an official access road to the General Electric hangar, thereby fulfilling a commitment made in a bygone era and potentially removing a barrier to future development of adjacent parcels.
Background:
In the early 2000’s, General Electric (“GE”) constructed a hangar on the southern portion of the Airport. At the time of the hangar construction, uncertainty regarding additional development in the vicinity of the hangar postponed the construction of a proper access 4 2

road to the facility. The construction of a proper access road to the GE hangar was long overdue.
Airport staff, with input from GE representatives, worked with the City Engineering team to design a driveway on the south side of the GE hangar that would connect to Innovation Way. On March 18, 2025, the Southern California Logistics Airport Authority (“SCLAA”) approved the award of a Construction Agreement with SOL Construction, Inc., to complete the General Electric Driveway Construction, Project #CC25-066, in the amount not to exceed $339,982.
Discussion:
The construction of the GE driveway commenced on May 27, 2025. The project necessitated the excavation of approximately 1,450 cubic yards of soil to allow for the installation of the pavement subgrade and storm drains. The finished driveway surface was expertly installed in a manner to allow for a consistent gradient from Innovation Drive to the GE parking lot. The project involved the installation of approximately 84 linear feet of 2-foot diameter storm drains, approximately 386 linear feet of sidewalk with adjoining curb and gutter, and approximately 13,900 square feet of asphalt. Three utility pull boxes and corresponding conduit were installed to allow for future utility upgrades. Handicap ramps and crosswalk lines were painted according to applicable codes.
On July 02, 2025, staff inspected the driveway and determined that the project was completed. Furthermore, the project was completed below budget for a total of $338,977.
Therefore, staff requests and recommends that the SCLAA Board of Directors approve the issuance of the Notice of Completion for the GE Driveway Project #CC25-066 and authorize its execution by the Executive Director. Upon execution, the NOC will be filed with the San Bernardino County Recorder’s office to offer an opportunity for sub- contractors to make a claim for any work performed that remains unpaid. Thirty-five days after the NOC filing, should no claims be made, the SCLAA will release the retention currently held and owed to SOL Construction, Inc., in the amount of $16,948.85.
Staff Remains available for any questions or comments you may have.
