Strategic Plan Goal:

Goal B Public Safety: The completion of Project ESC25-071 enabled the City of Victorville to complete the Data Cabling Project at the Animal Shelter Facility, as identified in Strategies 2 and 3 of Goal B, by re-envisioning animal care and control by expanding outreach and service levels and evaluating current animal shelter conditions to identify appropriate solutions for long term needs within the City’s 2023-2026 Strategic Plan.

On June 18, 2024, the City Council approved the Animal Shelter Cabling Project through the annual agreement process in the amount of $225,000.00. This project to Apple Valley Communications, Inc. resulted in a fiscal impact in the amount of $113,210.21, IT Data Cabling Project ESC25-071. No change orders were requested during this project.

Discussion:

As part of the construction of the new Animal Shelter Facility, the City contracted with Apple Valley Communications, Inc. to install the necessary technological infrastructure to support the building’s operations. This included installing network cabling, equipment cabinets, and Uninterruptible Power Systems (UPS) to ensure reliable internet, phone, and wireless connectivity throughout the facility.

Specifically, the contractor provided and installed:
• Wiring for internet and phone connections throughout the building • Main fiber-optic lines to connect different parts of the facility to the central network
• Secure cabinets to hold essential network equipment
• UPS to keep critical technology running during power outages These systems were designed to match the technology used in other City facilities, making it easier to manage and maintain everything consistently. The successful installation of this equipment was essential to creating a safe, modern, and connected environment for staff, animals, and visitors.

The project began shortly after the Notice to Proceed was issued on January 7, 2025.

While the work progressed steadily, delays in equipment delivery and building adjustments extended the timeline before final completion.

Although the Animal Care and Adoption Center is physically located at 16648 E Street, the official project address listed on the Notice of Completion will be 15733 1st Street.

This is the address recognized by the County Assessor’s Office and ensures consistency with official property records.

Staff recommends that the City Council approve the Notice of Completion for the Animal Shelter Facility – IT Data Cabling Project and authorize the City Manager to execute the Notice of Completion. Once executed, the Notice of Completion will be filed with the San Bernardino County Recorder’s Office.

Staff is available to answer any questions or provide further details as needed.
