Subject:

Yuhaaviatam of San Manuel Nation Grant – Budget Amendment Recommendation:

That the Honorable City Council adopt Resolution No. 25-061, thereby:
(1) Accepting the $25,000.00 grant award from the Yuhaaviatam of San Manuel Nation; and
(2) Approving a budget amendment for Fiscal Year 2025/2026 to appropriate $25,000.00 in both revenue and expenditures related to the Yuhaaviatam San Manuel Cares Grant.

Fiscal Impact:

Adopting Resolution No. 25-061 (Attachment A) will result in additional revenue and expenditures in the amount of $25,000.00. These funds are allocated below:

Account Code Account Description Amount
2655020-43100-45044 Spay/Neuter GRT – Revenue $25,000.00 2655020-52300-45044 Spay/Neuter – Animals In Care $12,500.00 2655020-52456-45044 Spay/Neuter – Vouchers $12,500.00
Strategic Plan Goal:

The Yuhaaviatam San Manuel Cares Grant aligns with the City of Victorville’s 2023–2026 Strategic Plan by supporting Goal A (Financial Sustainability), Goal B (Public Safety), and Goal F (Community and Outreach). The City’s animal voucher program strengthens community support by covering the cost of spay/neuter services for both shelter animals and residents’ pets. By reducing the number of unaltered animals, which are more likely to roam, reproduce, or exhibit aggressive behavior, the program helps lower the risk of animal-related incidents. Additionally, the program promotes responsible pet ownership, increases access to essential services, and encourages public engagement and compliance with local animal ordinances.

Background:

The City of Victorville previously received a grant from the Yuhaaviatam of San Manuel Nation (“Yuhaaviatam”) to support sheltered animals belonging to individuals experiencing homelessness during their stays at the City’s former temporary shelter and the current Wellness Center facility. Grant funds were used to convert an air-conditioned mobile shower trailer into a dedicated animal kennel area, outfitted with dog kennels purchased through the awarded grant funds. This support helped reduce barriers for individuals experiencing homelessness by enabling pets to be safely housed on-site. The success of this initiative positioned the City to pursue additional funding opportunities now offered by Yuhaaviatam through the current grant cycle.

Discussion:

A grant application for the San Manuel Cares Grant was submitted to Yuhaaviatam on March 14, 2025, requesting $100,000 in funding to support spay/neuter services for animals at the City’s Animal Care and Adoption Center, as well as to provide financial assistance to Victorville residents for the spay/neuter of their pets. On July 30, 2025, Yuhaaviatam approved the City’s request and awarded $25,000.00 in grant funds. This funding will support the City’s spay/neuter voucher program for residents and will assist with rehoming sheltered pets, thereby increasing the capacity at the Animal Care and Adoption Center.

Acceptance of this grant requires a budget amendment to formally appropriate the grant revenue and corresponding expenditures. In accordance with Victorville Municipal Code Section 2.28.060(e)(10), the City Manager is authorized to administer the funds and execute any agreements necessary to fulfill the grant obligations.

Staff recommends that the City Council accept the grant award and adopt Resolution No. 25-061, approving a budget amendment for Fiscal Year 2025/2026 to appropriate $25,000.00 in revenue and expenditures related to the San Manuel Cares Grant as awarded by Yuhaaviatam of San Manuel Nation.

Staff is available for any questions from the City Council.
