Subject:
Award of a Consultant/Professional Services Provider Agreements to Family Assistance Program and Victor Valley Family Resource Center to provide rapid-rehousing services utilizing Encampment Resolution Funding – Round 3 (ERF-3) Recommendation:
That the Honorable City Council take the following actions:
(1) Approve a Consultant/Professional Services Provider Agreement with Family Assistance Program for a 24-month term in an amount not to exceed $959,920.00 to provide rapid-rehousing services for clients located within ERF-3 designated areas; and
(2) Approve a Consultant/Professional Services Provider Agreement with Victor Valley Family Resource Center for a 24-month term in an amount not to exceed $200,000.00 to provide rapid-rehousing services for clients located within ERF-3 designated areas; and
(3) Authorize non-substantive changes to the Consultant/Professional Services Provider Agreement, if necessary, as agreed upon by the City Manager and City Attorney.
Fiscal Impact:
The expenditure of previously accepted and allocated ERF-3 grant funds and the associated award of Consultant/Professional Services Provider Agreements totaling $1,159,920 to fund rapid re-housing services will not impact the City’s budget given that the subject funds were previously designated for rapid re-housing services (Account 2704020-52300-20404).
Strategic Plan Goal:
This grant opportunity aligns with Goal D of the 2023-2026 Strategic Plan; specifically, strategies 3, 4, and, 5, which state that in order to achieve the goal of reducing homelessness, the City should:
4 2
8 0
Expand on the existing homelessness outreach network to effectively engage the homeless community in services;
Evaluate the effectiveness of coordination of homelessness services; and Strengthen collaboration with the County and other entities to identify new funding opportunities and expand partnerships for homelessness services.
Because the use of ERF-3 grant funding for rapid re-housing services will support the strategies outlined above and advance Goal A, Financial Sustainability, of the 2023–2026 Strategic Plan by leveraging new funding sources to promote the City’s fiscal stability, approval of the proposed Consultant/Professional Services Provider Agreements is consistent with the City’s 2023–2026 Strategic Plan.
Background:
On November 19, 2024, the City Council adopted Resolution No. 24-098 (Attachment C) authorizing the acceptance of ERF-3 funding in the amount of $6,365,069.60 to provide the following services to the homeless population located at encampment sites within a one-mile radius of the Highway 18 and Interstate 15 focus areas.
Eligible Use Proposed Activities
Street Outreach
Increased access to crisis services, the Wellness Center, and housing solutions by funding the City’s Homeless Engagement Team Officers, case management, and field medical personnel.
Interim Housing
Increased access to interim housing options by funding housing navigation services, Wellness Center operations, and a motel voucher program.
Rapid Rehousing
Increased housing options by funding rental subsidies, security deposits, landlord incentives, housing search assistance, and providing access of other community based services.
Permanent Housing
Delivery of permanent housing, such as linking individuals to Desert Haven (a permanent supportive housing complex
located on Stoddard Wells Road) and the possible
implementation of Phase 2 of the Wellness Center.
As part of the City Council’s action, a budget summary (Attachment C, Exhibit A) was approved allocating funding to the activities identified. From this, $2,319,840 in ERF-3 grant funds was designated for rapid rehousing (RRH). A portion of this allocation was subsequently awarded to Symba Center, given their existing contract with the City to provide similar services at the Wellness Center, while the remaining funds were intended to be distributed through a competitive bidding process. The approved ERF-3 RRH allocation and the current status of these funds are outlined below.
RRH Allocation Allocated Amount Status
Symba Center $1,159,920 Expenditure Ongoing
To Be Determined $1,159,920 Requires Award of Agreement Total RRH Allocation $2,319,840

As per the terms of the City’s ERF-3 award, a minimum of 100 individuals are required to be permanently housed using the subject funds, and Symba Center’s award of $1,159,920 in RRH funding addressed half of that ERF-3 requirement by mandating a minimum of 50 individuals to be housed during the term of their allocation, which ends no later than June 30, 2027. Since the award of the noted funds to Symba Center for RRH services, over 70 individuals have been housed which is on track to enable the City to exceed the total grant goal of housing 100 individuals within the ERF-3 area prior to June 30, 2027.
Discussion:
In alignment with the City Council’s approved budget summary for the expenditure of the remaining $1,159,920 in ERF-3 funds dedicated to RRH, City staff prepared a Request for Proposal (RFP) in accordance with Victorville Municipal Code (VMC) Section 2.28.280 for the procurement of service providers to conduct RRH activities serving clients within the City of Victorville. The RFP (Attachment D) specifically sought proposals to provide the following scope of services:
Housing Placement Services, including:
oCase Management
oHousing Navigation
oLandlord Engagement
oLinkage to Supportive Services
Rental Assistance and Landlord Incentives, such as:
oRental Subsidies
oFinancial Incentives to Landlords
The RFP was open to receive proposals from May 7 through May 29, 2025, which resulted in the receipt of two qualified proposals from the Family Assistance Program and the Victor Valley Family Resource Center. The submitted proposals included all required documentation demonstrating that the organizations meet the certification requirements of the RFP and are capable of providing the services required to implement the City’s RRH program.
Both proposals were deemed eligible and capable of implementing the City’s RRH program and meeting the stated deliverables outlined in the RFP that call for transitioning at least 50 individuals and 7 families experiencing homelessness into stable, permanent housing. These deliverables were designed to address the remaining EFR-3 RRH responsibilities and address a need to provide specifically for families. In evaluating the proposals, City staff placed particular emphasis on each organization’s capacity and immediate bed availability. Based on this consideration, staff recommends awarding funding to both eligible organizations, as outlined below:
Service Provider Recommended Award
Family Assistance Program $959,920
Victor Valley Family Resource Center $200,000
Remaining RRH Allocation $1,159,920
4 2
8 0
The recommended awards above consider each organization’s current bed availability, as well as their capacity to scale and expand operations over the project’s 24-month performance period. As recommended, Family Assistance Program would be required to transition 40 individuals and 7 families into permanent housing while Victor Valley Family Resource Center would be required to transition 10 individuals into permanent housing.
In addition, both recommended service providers have previously received funding from the City of Victorville (e.g., Community Development Block Grant) to serve senior, low- income, and homeless populations.
Should the City Council approve the award of the subject Consultant/Professional Services Provider Agreements, the selected service providers will have 24-months to conduct RRH activities and expend funding. This 24-month term of the agreements will allow the City to comply with the ERF-3 expenditure deadlines, which requires the use of all ERF-3 funding by October 4, 2028.
