and staff at City facilities. Visible security presence can deter criminal activity and misconduct, and access control measures prevent unauthorized entry to protect secure areas.
Strategic Plan Goal F – Communication and Outreach: Build strong connections with community partners, residents and employees. Security presence encourages greater use of public facilities and spaces which promotes community engagement and well- being.
Background:
The City places a high priority on maintaining a safe and welcoming environment at its facilities for both the public and staff. Unarmed security guards play a key role in supporting this effort by providing a visible presence that helps deter criminal activity and misconduct. In addition to enhancing the sense of safety, access control measures implemented by security staff help prevent unauthorized entry into restricted areas.
Security personnel also encourage greater use of public facilities, contributing to increased community engagement.
The City’s existing contract for unarmed security guard services is set to expire on September 30, 2025. To ensure continuation of services, the City issued a Request for Proposal (RFP) for Unarmed Security Guard Services at various City facilities. The scope of work under this RFP includes unarmed security guard services for the following locations: Hook Community Center and Park, City Hall, Doris Davies Pool, and the Victorville City Library. Services will also be provided at the following locations on an as needed basis: Victorville Activities Center, and Sunset Ridge Park.
In accordance with Victorville Municipal Code (VMC) Section 2.28.100, the RFP was posted on the City’s website and published in the San Bernardino Sun newspaper on May 1, 2025, and in the Daily Press newspaper on May 7, 2025. Additionally, the RFP was emailed to nineteen (19) security firms. The RFP submittal due date was May 27, 2025.
The City received twenty-five (25) proposals by the submission deadline, of which seventeen (17) were deemed responsive, while eight (8) proposals were deemed unresponsive for lacking the required documentation.
Discussion:
A committee of three staff members conducted a comprehensive review of each proposal.
Each firm was evaluated across five (5) categories: proposed methodology of service, past performance, understanding of the scope of services, professional qualifications, and cost proposals. Each firm received an overall score based on these criteria, with a maximum score of 100 points.
Responsive proposals included a range of costs from $23.00 to $49.00 per hour, with the median at $27.10 per hour and the mean at $29.12 per hour. Based on the evaluation, the committee determined that American Global Security, Inc. offered the best overall value in accordance with VMC Section 2.28.040.

Alltech Industries, Inc. – Monterey Park, CA $23.46 46.00 17 The proposed hourly rate of $26.50 for American Global Security, Inc. is lower than both the median and mean hourly rates of all responsive proposals submitted. Although some firms submitted proposals with lower hourly rates, staff has determined that American Global Security, Inc. represents the best overall value based on the collective evaluation criteria, in accordance with VMC Section 2.28.100(a)(6), which requires that the award of contract shall be based on the best value bidder, even if such bidder did not submit the lowest monetary bid. It is in the City’s interest to award the contract to a firm based on the scope of services available, unique skills, staffing levels, timing, prior experience, past working relationships, or other factors. American Global Security, Inc.’s proposal demonstrated strength across all evaluation categories, particularly in the methodology of services, understanding the scope of services, past performance, and qualifications.
Staff recommends that the City Council award a General Services Provider Standard Agreement to American Global Security, Inc. in the amount not to exceed $324,355.00 for Unarmed Security Guard Services, Project JM25-128.
Staff remains available for any questions the Council may have. 4 3
