Subject:
Southern California Edison Easement on Mojave Drive and Amethyst Road Recommendation:
That the Honorable City Council:
(1) Grant an exclusive utility easement to Southern California Edison on Assessor Parcel Numbers (APN) 0455-882-13, 0455-931-83, 0455-931-84, and 0455-941- 76 as described in the attached documents; and
(2) Authorize the City Manager to execute the easement on the City's behalf.
Fiscal Impact:
There will be no fiscal impact resulting from this action.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
On September 3, 2024, the City Council approved a Subdivision Improvement Agreement with Walton California, LLC and WUSF 4 West Creek, LLC; as property owners, and D.R.
Horton Los Angeles Holding Company, as the developer for Phase 1 of the Westcreek Master Planned Community. The project is located at the northwest corner of Mojave Drive and Amethyst Road, as shown in the attached Vicinity Map (Attachment A) and Phasing Plan (Attachment B).
On September 26, 2024, the Engineering Department issued a Right-of-Way Subdivision permit to D.R. Horton for the development of the first phase which includes Tract Nos. 17111, 17112, 17114, and 17986. The developer has made significant progress in the 4 3
1 6
development of the tracts and is now ready for Southern California Edison (SCE) to install the electrical infrastructure required for the tracts.
Discussion:
Though the required underground conduits and vault structures were mostly constructed on the Mojave Drive and Amethyst Road dedicated right-of-way, SCE has requested an easement on the City’s lettered lots along the Mojave Drive and Amethyst Road frontage.
The lettered lots were dedicated in-fee to the City for the required landscaping & irrigation improvements (LMAD) on Mojave Drive and Amethyst Road that D.R. Horton will ultimately construct. For safety and access purposes, SCE requires that transformers have an eight-foot clearance around the structures, which prompts the need for the additional space from the lettered lots along Mojave Drive and Amethyst Road.
It is staff’s recommendation that the City Council grant SCE the requested easement so that D.R. Horton can continue tract development. Without the easement in place, SCE will not energize the electrical lines which will ultimately result in delays to the development of the tracts.
Staff is available for any questions Council may have.
