The retention account number, account description, and amount withheld are shown in the table below:
Budget Account No. Fund Amount
202-20110 Storm Drain $ 8,983.22
Total: $8,983.22
Strategic Plan Goal:
This project aligns with Goal E “Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026, as the completed improvements restored the flow path through the park protecting the public and existing infrastructure.
Background:
In August 2023, a summer storm event (Tropical Storm Hilary) caused severe damage to existing improvements along the Oro Grande Wash in Doris Davies Park, resulting in the damage and displacement of the concrete valley gutter. The gutter was undermined, broken up, and displaced, necessitating the disposal of the unrecoverable concrete and reconstruction of the valley gutter. Additionally, stormwater erosion of soils adjacent to the gutter upstream at Pebble Beach Drive and along the flow path through the park 4 3

resulted in unsafe conditions for anyone attempting to cross the wash. Soil from the grassy areas of the park was eroded, carried downstream, and deposited over a small, undamaged section of the valley gutter located in front of the entrance to an improved San Bernardino County Flood Control District channel within the park. This erosion and soil deposition required grading to restore the flow path along the gutter through the park as outlined in the attached project location map (Attachment A).
Discussion:
The project was completed at a final contract price of $179,664.30, approximately 9% below the original contract amount. The final inspection occurred on August 8, 2025, when the project was substantially completed. The one-year warranty on the improvements began the date the work was accepted as substantially complete. Per California Public Contract Code §7107(c), within 60 days after the recordation of the Notice of Completion, the City can release the final retention monies withheld on this project, provided there are no claims or unreleased liens against the contract.
After the construction was completed, Parks Staff from the Community Services Department completed sod installation, and the park area has been completely restored.
Staff recommends that the Honorable City Council accept as complete and approve the Notice of Completion for the Doris Davies Ribbon Gutter Reconstruction Project and authorize the City Manager to execute the Notice of Completion.
Staff is available for any questions Council may have.
