Recommendation:
That the Honorable City Council:
(1) Approve an 80-percent reduction in Landscaping Maintenance Assessment District (LMAD) Faithful Performance Security for Tract Map No. 16887-2; and (2) Accept the completed Landscaping Maintenance Assessment District (LMAD) Improvements.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map No. 16887-2 (hereinafter referred to as Tract 16887-2) is a 149-lot, single family subdivision located east of Highway 395, between Verano Street and Eucalyptus Street.
On March 16, 2021, the City entered into a Subdivision Improvement Agreement (SIA) with LGI Homes, secured by improvement bonds, for the development of the tract. The conditions of approval require the developer to complete various infrastructure improvements, including water, drainage, sewer, landscaping maintenance assessment district (LMAD), street, and monumentation. The developer has made significant progress in the development of the tract and anticipates completion in the following months. 4 3

Discussion:
The developer has met the conditions of approval and has successfully completed all of the requirements for the Landscaping Maintenance Assessment District (LMAD) Improvements and was placed on a 90-day plant establishment maintenance period, which ended on July 19, 2025.
Therefore, staff recommends that the City Council approve an 80-percent reduction of the Landscaping Maintenance Assessment District (LMAD) Faithful Performance Security in accordance with Victorville Municipal Code (VMC) Section 17.64.070(1), as well as accept the completed Landscaping Maintenance Assessment District (LMAD). The remaining 20-percent of the Faithful Performance Securities will be held for the one-year warranty period, in accordance with VMC Section 17.64.070(4).
Staff is available for any questions Council may have.
