PUBLIC COMMENTS

City Council Meeting 9/16/25
My name is Orrin Joseph and I'm an advocate for Tennis facilities, Tennis programs & tournaments in the high desert. Being a resident in the high desert since 1981 I've been able to enjoy the abundant, sunny weather and friendly competition at the Doris Davies Park(formally Pebble Beach Park). The residents of Victorville and the surrounding communities are very grateful to the City and fortunate to have the 4-court facility open to the public. Having four courts and the central location attracts a beehive of players. The courts are also an aid to the high school tennis teams when the school courts are not available. Tennis is a game which people can continue to play as they age, so providing young people with a place to play after they have developed an enjoyment to the sport, is beneficial. This gets young people outdoors and off their computer and smart phone screens. Studies have shown that children involved in sports are less likely to get into trouble.

Speaking on behalf of the tennis community we respectfully request that the city parks & recreation department make the maintenance of the tennis courts at Doris Davies Park a priority.

Some of the concerns are replacement or repair of the damaged or missing wind screens. The wind screens really help the windy conditions that we frequently experience. Also the maintenance of the tennis nets and center straps, regular cleaning of the leaves & debris off the courts and a periodic high pressure washing of the courts. Improving or upgrading the bathrooms. Possibly having a security guard on the park premises. If a security guard is not feasible, maybe more regular scheduled patrol inspections by the Sherriff's Department.

Having a well maintained facility will make the city of Victorville a more desirable place to live and play and will help to attract more new residents to the city. Of course there are costs involved and the tennis community can consider taking up a collection and we can look into applying for a grant from the USTA(United States Tennis Association).

Thank you for taking the time to consider this matter and let me know if it is possible to place this matter on the agenda of an upcoming City Council Meeting.
