Approval of Final Tract Map No. 20611
Recommendation:
That the Honorable City Council:
(1) Approve Final Tract Map No. 20611; and
(2) Authorize staff to record the final map with the San Bernardino County Recorder’s Office.
Fiscal Impact:
There is no fiscal impact associated with this item.
Strategic Plan Goal:
This item aligns with “Goal D - Reduce Homelessness” and “Goal E - Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. The completion of the Wellness Center was the City’s priority project to reduce homelessness by providing shelter and wraparound services. The completion of the Wellness Center also improved the cul-de-sac termini of River Street and First Street, constructed a domestic water loop, and a sewer lift station that improved the City’s water and sewer infrastructure.
Background:
A final tract map is required to subdivide five (5) or more parcels of land for a subdivision in accordance with Victorville Municipal Code (VMC) §17.32.010. The Subdivider is required to install public improvements in accordance with VMC §17.64.010. These improvements include, but are not limited to, grading, drainage, streets, street lighting, road signs and markings, sewer, water, landscaping along master planned roads, and other improvements as required. Improvement plans prepared by a registered civil engineer are submitted to the Engineering Department for review and approval to assure that City standards and the conditions of approval placed on the subdivision are satisfied.
A Subdivision Improvement Agreement (“SIA”) and improvement security, to assure the 4 3

completion of these public improvements, is also required in accordance with VMC §17.64.050 and §17.64.060. An engineer’s cost estimate of the public improvements is used to determine the dollar amount of the improvement security required and must also be submitted to the Engineering Department for review and approval.
Discussion:
The Engineer of Record (KWC Engineers) for the Wellness Center has completed the final tract map which has been deemed technically correct by the City Surveyor and is ready to record after City Council approval. This map establishes a realignment of City- owned parcels to coincide with the respective land uses and recent improvements, including the Wellness Center (Lot 1), stormwater detention facilities (Lot 2), levee (Lot 6), parkland (Lot 5), public streets (Lots A and B), and future developable areas (Lots 3 and 4).
Since the Wellness Center was a City initiated Capital Improvement Project, the required public improvements have been completed. As such, the typical requirement for an SIA and security can be waived for the approval of the final tract map. The public improvements completed with the project included the construction of the cul-de-sac termini of River Street and First Street, a domestic water loop, and a sewer lift station.
These improvements were accepted as complete by the City Council at the April 2, 2024, City Council Meeting, and the Notices of Completion were recorded on April 18, 2024.
Staff recommends that the Honorable City Council approve Final Tract Map No. 20611, thereby authorizing staff to proceed with obtaining the various map signatures and recording the final map with the San Bernardino County Recorder’s Office.
Staff is available for any questions the Council may have.
