Strategic Plan Goal:
Approval of the proposed Consultant/Professional Services Provider Agreement will enable the City to further fulfill the following goals outlined in the 2023-2026 Strategic Plan:
Goal A (Financial Sustainability) – By leveraging Community Development Block Grant (“CDBG”) funding toward the design and construction of the solar project, the City will reduce the Wellness Center’s ongoing electrical utility expenses. In the last fiscal year alone, the City incurred $161,113.36 in Southern California Edison electrical costs to operate the facility.
Goal D (Reduce Homelessness) – Strategy 1 of the Goal includes the completion of construction activities at the City’s Wellness Center. Although fully operational, this site improvement will enable the completion of a site upgrade that was approved in conjunction with original site design in an effort to reduce utility costs at the facility. Goal E (Invest in Infrastructure) – To create a healthy and livable community by maintaining the City’s assets through investment in infrastructure and innovation, this proposal will further the City’s goal of investing in City facilities and technologies that will reduce utility costs associated with the facility.
Background:
In September 2021, the City Council authorized staff to pursue Homekey Program funding to develop the Wellness Center. This effort led to a $28 million award from the California Department of Housing and Community Development (“HCD”) in December 2021 to support both construction and operations. Construction began in April 2022; by June 2023, service providers were selected; and in December 2023, the City held a ribbon- cutting ceremony, as the Wellness Center officially opened its doors to serve its first clients.
In 2023 and 2024, the Planning Department successfully applied for and secured CDBG funding to install solar panels at the Wellness Center Campus. This project supports the City’s commitment to sustainability by expanding the use of renewable energy, reducing long-term operating costs, and enhancing the site’s environmental stewardship.
The City Council’s adoption of Resolution Nos. 23-019 (April 18, 2023) and 24-033 (May 7, 2024) approved the allocation of CDBG funds through the Annual Action Plans.
Together these approvals awarded a total amount of $565,609.09 to provide solar panels at the Wellness Center.
On May 22, 2025, a Request for Proposals (RFP) was issued for the Design of the Wellness Center solar panel project, inviting vendors to submit applications. Three (3) proposals were received, and one has been selected and is being presented to the City Council as part of this agenda item.

Discussion:
The RFP for this project was conducted in accordance with Victorville Municipal Code (“VMC”) Section 2.28.280. The solicitation sought a professional design firm to provide comprehensive architectural and engineering services, including preparation of construction documents for three (3) solar parking structure canopies and one (1) detached solar canopy (Phase 1A). Additionally, the RFP requested proposals for architectural and engineering consulting services to support construction activities (Phase 1B), contingent upon the availability of grant funding if the remaining CDBG funds are insufficient to fully cover construction costs.
The RFP released on May 22, 2025, required a mandatory walkthrough on June 3, 2025, and had a submission deadline of June 17, 2025. The RFP was posted on the City's OpenGov Procurement Portal and published in the newspaper. The three (3) proposals received were reviewed by a selection committee consisting of three (3) representatives from the City Planning and the Building departments. The following provides a summary of the proposal rankings as determined by the committee members utilizing the selection criteria and point system that was outlined in the RFP:
Rank Developer
1 studio 2G Architects
2 Catalyst Design Studios
3 Sy Lee Associates. Inc
Based on the scoring selection criteria, studio 2G Architects was determined to be the most appropriate firm for the Wellness Center Solar Canopy Project.
On August 20, 2025, staff submitted follow-up questions to studio 2G Architects, and the firm provided satisfactory responses addressing all inquiries. As such, staff is confident that studio 2G Architects will meet project expectations, citing the firm’s relevant experience with similar projects. Notable examples include a cantilevered solar parking canopy for the Lily Medical Facility in the City of Santa Maria, a new structural metal canopy for the Vandenberg Military Dog Obedience Course in the City of Vandenberg, and the installation of solar panels with a battery energy storage system at Laguna Beach High School’s Aquatic Center in the City of Laguna Beach.
Through their RFP response, studio 2G Architects demonstrated substantial experience with similar projects and identified additional opportunities to reduce costs, providing a clear benefit to the construction phase. These cost-saving measures will help ensure that funding is maximized and that the project remains on schedule for completion in Fiscal Year 2025–2026.
Therefore, City staff recommends that the City Council approve the Consultant/Professional Services Provider Agreement with studio 2G Architects, in an amount not to exceed $136,000, as presented herein. The scope of the proposed agreement includes preparation of construction documents for three (3) solar parking 4 3

structure canopies and one (1) detached solar canopy (Phase 1A), as well as architectural and engineering consulting services to support construction activities (Phase 1B), contingent upon the availability of grant funding.
