Subject:

Revisions to the Employee Salary Schedule, Resolution No. 25-071 Recommendation:

That the Honorable City Council adopt Resolution No. 25-071, revising the Employee Salary Schedule, effective July 1, 2025.

Fiscal Impact:

The fiscal impact associated with this item will be a reduction of budgeted personnel costs for Fiscal Year 2025-26 that comes from correcting the range and salary for the Wastewater Collections Worker. If needed, an adjustment will be made during the mid- year budget process.

Strategic Plan Goal:

This item is consistent with Strategic Plan Goal G – Organizational Effectiveness and Sustainability. The organizational structure must be reviewed and evaluated regularly, and revised accordingly, to maximize organizational effectiveness and sustainability.

Background:

On June 3, 2025, Resolution No. 25-039 was adopted by your City Council. It was discovered after adoption that the range and salary for the Wastewater Collections Worker was incorrect and required correction before a recruitment could begin for existing vacant positions.

Additionally, through ongoing dialogue with CalPERS regarding the recent CalPERS audit, the City was advised that rounding to the nearest dollar on the Employee Salary Schedule may cause CalPERS to issue a notice to a retiree upon retirement that their compensation has been limited/reduced, but such notice would not specify the amount that was limited/reduced based on rounding to the nearest dollar.

Discussion:

For the correction to the Wastewater Collections Worker, the range and salary included in Resolution No. 25-039, which was adopted by the City Council on June 3, 2025, was reflected as Range 20 with a salary of $4,909 (Step 1) to $5,966 (Step 5). The correct range and salary for the Wastewater Collections Worker is Range 19 with a salary of $4,788.81 (Step 1) to $5,820.87 (Step 5) as reflected on the updated Employee Salary Schedule, Resolution No. 25-071 (Attachment A).

As stated above, during follow-up on the recent CalPERS audit, City staff was advised by CalPERS that rounding to the nearest dollar on the Employee Salary Schedule may cause a CalPERS retiree to receive a notice upon retirement that their compensation is limited/reduced, but the notice would not specify the amount that was limited/reduced.

Therefore, to avoid confusion regarding any such potential notices it has been determined that it is in the best interest of the City and its employees/retirees to update the monthly rates of compensation for all positions included on the Employee Salary Schedule to include cents (i.e., including two significant digits representing the tenths and hundreds place after the decimal point).

Accordingly, the updated Resolution is being presented to the City Council to incorporate the changes to the Wastewater Collections Worker and the monthly rates of compensation for all positions to include cents.

Staff remains available for any questions or comments.
