Subject:

Revisions to the Employee Salary Schedule, Resolution No. 25-072 Recommendation:

That the Honorable City Council adopt Resolution No. 25-072, revising the Employee Salary Schedule, effective September 1, 2025.

Fiscal Impact:

The fiscal impact associated with this item is a five percent (5%) increase to the City Manager’s annual salary due to an approved merit increase. The increase is currently being paid from budgeted personnel costs included in the Fiscal Year 2025-26 budget. If any additional funding is needed to cover the remainder of the fiscal year, an increase may be requested during the mid-year budget process.

Strategic Plan Goal:

This item is consistent with Strategic Plan Goal G – Organizational Effectiveness and Sustainability. The organizational structure must be reviewed and evaluated regularly, and revised accordingly, to maximize organizational effectiveness and sustainability.

Background:

At the City Council meeting held on August 19, 2025, it was moved by Mayor Becerra, with unanimous approval, to agendize an item for discussion and possible action to consider a salary adjustment for the City Manager since the City Council had completed the City Manager’s annual performance evaluation. The item included a proposed contract amendment pertaining to only a salary adjustment should the Council wish to approve a merit increase.

Discussion:

During the September 2, 2025, City Council meeting, the City Council discussed approved a five percent (5%) merit increase to the City Manager’s salary effective 4 3
4 4
retroactively to September 1, 2025. Accordingly, the annual base salary for the City Manager will increase from $356,548.92 to $374,376.00, effective September 1, 2025.

The updated monthly base salary is included in the attached Employee Salary Schedule, Resolution No. 25-072 (Attachment A), increased from $29,712.41 to $31,198.00.

As part of the agenda on October 7, 2025, the City Council is also being asked to consider adoption of Resolution No. 25-071, to make other corrections to the Employee Salary Schedule. It should be noted that Resolution No. 25-072 has been drafted under the assumption that Resolution No. 25-071 will be approved.

Staff recommends approval of Resolution No. 25-072 to incorporate the salary increase for the City Manager as part of the Employee Salary Schedule, consistent with the previous action taken by the City Council.

Staff remains available for any questions or comments.
