Reduction of Securities for Tract Map No. 17047
Recommendation:
That the Honorable City Council approve the full release of the Drainage, Water, Sewer, and Street Improvement Faithful Performance Securities for Tract Map No. 17047.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with “Goal E - Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, we apply the same strategy to private development projects as they are essential in meeting the community’s needs.
Background:
Tract Map No. 17047 (“Tract 17047”) is an 82-lot, single family subdivision, located at the southeast corner of Nisqualli Road and Second Avenue. The conditions of approval for the tract required the developer to complete various infrastructure components, including the Drainage, Water, Sewer, Street and Monumentation Public Improvements. On May 20, 2021, a Subdivision Improvement Agreement (SIA) was recorded and secured by improvement bonds with KB Home Coastal, Inc., also known as KB Homes, for the development of the tract. The developer has made significant progress in the development, and at the regular City Council meeting held on October 1, 2024, the City Council approved and accepted the completed Drainage, Water, Sewer, and Street Improvements.

Discussion:
In accordance with Victorville Municipal Code Section 17.64.070(3), the remaining 20- percent of the Faithful Performance Securities were held for a one-year warranty period.
Therefore, staff recommends the full release of Drainage, Water, Sewer, and Street Improvement Faithful Performance Securities for Tract Map No. 17047 as the acceptance of the improvements took place at the regular City Council meeting held on October 1, 2024 and there are no open warranty items.
