Strategic Plan Goal:

Background:

Tract Map No. 17316 (Tract 17316) is a 36-lot, single-family subdivision located at the northeast corner of Ottawa Street and Arrowhead Drive. On January 18, 2022, the City entered into a Subdivision Improvement Agreement (SIA), secured by improvement bonds, with Richmond American Homes, of Maryland Inc., a Maryland Corporation (Richmond American), to develop the tract. The conditions of approval for the tract require the developer to complete various infrastructure components, including drainage, water, sewer, landscaping maintenance assessment district (“LMAD”), street, and monumentation improvements. The developer has made significant progress in the development of the tract and at the regular City Council meeting held March 4, 2025, the City Council accepted the completed drainage, water, sewer, LMAD, and street improvements.

Discussion:

Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials Securities are held for a 6-month period to allow subcontractors that have furnished labor, materials, or equipment, to file a claim for payment. Therefore, staff recommends the full release of the Drainage, Water, Sewer, LMAD, and Street Public Improvement Labor and Materials Securities due to the acceptance taking place at the March 4, 2025, regular City Council meeting and because no claims have been filed on the Labor and Materials security.

Additionally, the required monumentation for the entire tract has been completed.

Monumentation of a tract is the process of placing markers on a surveyed area of land to determine the boundaries of the tract. Monumentation also includes the points of street centerline and right-of-way intersections, the beginning and end of curves, and lot/parcel corners. The engineer of record for Tract 17316 has completed the required monumentation and has received full payment from Richmond American. Therefore, it is recommended that the monumentation security be released in its entirety.

Staff is available for any questions the Council may have.
