Item Number: 1

Fredy Bonilla, City Engineer
Subject:
Old Town Streetscape Workshop
Recommendation:
That the Honorable City Council conduct a public workshop by:
(1) Receiving a presentation from Dokken Engineering on the proposed streetscape design concepts and design alternatives; and
(2) Providing an opportunity for the City Council and members of the public to offer input to City staff and Dokken Engineering.
Input received during this workshop will help inform the development of a final conceptual design, which will be presented to the City Council at a future meeting for consideration.
Fiscal Impact:
There is no fiscal impact associated with this item. In February 2025, the City Council approved a Consultant/Professional Services Provider Agreement with Dokken Engineering for design services for the Old Town Streetscape Improvement Project in the amount of $1,626,997.00 of Measure P funds.
Strategic Plan Goal:
This Public Workshop represents a key milestone in advancing the Old Town Streetscape Project and will support the City’s efforts to fulfill the following strategic objectives outlined in the 2023-2026 Strategic Plan:
Goal C (Community and Economic Development) - To support the economic vitality and preservation of the community for all its members.
Goal C specifically calls for the completion of the Seventh Street – Old Town 4 3
7 5
streetscape to provide an upgraded appearance for the area, which this proposal aims to accomplish by providing construction ready plans.
Goal E (Invest in Infrastructure) – To create a healthy and livable community by maintaining the City’s assets through investment in infrastructure and innovations. This proposal will further the City’s goal of investing in roadway infrastructure and providing an innovative design that will slow traffic speeds and enhance walkability in the area.
Background:
This Public Workshop offers an opportunity for the City Council and community members to review and provide feedback on preliminary design concepts prepared by Dokken Engineering, under the Consultant Services Agreement awarded in February 2025 for the Old Town Streetscape Project. Input gathered during the workshop will help shape the final design and ensure the project aligns with community priorities, as well as the goals outlined in the Old Town Specific Plan and the City’s 2020–2023 and 2023–2026 Strategic Plans. These goals include implementing traffic calming measures such as reducing Seventh Street from four lanes to two with on-street parking and enhanced pedestrian crossings, as well as incorporating design elements that reflect the area’s historic Route 66 character, all aimed at improving the appearance and walkability of Old Town Victorville.
Discussion:
In order to review the background, current progress, and proposed design concepts for the Old Town Streetscape Project, City staff—alongside Dokken Engineering—has prepared a presentation outlining the goals and strategies established in the Old Town Specific Plan and the City’s Strategic Plan. The presentation will highlight key design elements under consideration, including traffic calming measures, parking configurations, and placemaking features that reflect the area’s Route 66 heritage.
Following the presentation, the workshop will transition into interactive breakout stations where City Councilmembers and community members can review design options, ask questions, and provide direct feedback to staff and the consultant team. Input gathered during this session will help guide the development of final design plans and ensure the project reflects both community priorities and the City’s long-term vision for Old Town Victorville.
