Background:

The City currently operates an on-premises Cisco Unified Call Manager Voice over Internet Protocol (VoIP) system, which relies on aging virtual infrastructure and hardware nearing the end of its life. The system is increasingly difficult to support and lacks modern features. Key limitations include:
• Limited support for mobile and remote work
• Lack of integration with modern productivity tools
• Restricted conferencing and voicemail capabilities
• Minimal support for hybrid or disaster recovery environments To address these challenges, the IT Department has evaluated modern cloud-based VoIP solutions. Since Cisco is a leading solution provider, and to ensure compatibility and maintain our standard service level, Cisco Webex was deployed at our Wellness Center site and is currently in use. Cisco Webex was chosen because of its compatibility with the City’s existing infrastructure and its successful pilot deployment at the Wellness Center.

This project will connect City Hall and the other City sites to the same voice system.

Discussion:

The proposed migration to Cisco Webex Calling and Contact Center represents a strategic modernization of the City’s communication infrastructure. By transitioning from an aging on-premises VoIP system to a cloud-based solution, the City will significantly reduce its reliance on outdated hardware and virtual infrastructure, thereby improving system resilience and disaster recovery capabilities. Cisco Webex enables seamless mobility and remote work by allowing staff to make and receive calls from any device, which is essential in today’s hybrid work environment. The platform also integrates voice, video, messaging, and file sharing into a unified collaboration suite, enhancing productivity and internal communication across departments. Its compatibility with the City’s existing Cisco network infrastructure simplifies implementation and minimizes the need for additional equipment. Furthermore, the solution is scalable, allowing the City to adapt to future growth and evolving operational needs without major reinvestment. Cisco Webex also meets industry standards for data encryption and call security, ensuring compliance with regulatory requirements. Overall, this migration will unify all City sites under a single, modern communication system that supports efficient service delivery and long-term sustainability.
