Submitted By:

Fredy Bonilla, City Engineer

Subject:

Southern California Edison Easements on Monte Vista Road and Luna Road Recommendation:

That the Honorable City Council:
(1) Grant exclusive utility easements to Southern California Edison on Assessor Parcel Numbers (“APN”) 3133-341-67 and 3133-341-70 as described in the attached documents; and
(2) Authorize the City Manager to execute the easements on the City's behalf.

Fiscal Impact:

There will be no fiscal impact resulting from this action.

Strategic Plan Goal:

This item aligns with “Goal E - Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Approval of the easements will allow Southern California Edison to install the necessary infrastructure to allow KB Homes to continue development of Tract No. 20275.

Background:

Tract Map No. 20275 (Tract 20275) located at the southeast corner of Monte Vista Road and Luna Road was recorded on November 8, 2022, after the City Council approved the final map at the September 6, 2022, City Council Meeting. At the time of recordation, the Subdivider, KB Homes Greater Los Angeles Inc., a California corporation (“KB Homes”), provided a lien agreement as security for the final map since they were not ready to develop the tract at that time due to the requirement to acquire an Incidental Take Permit (“ITP”) from the California Department of Fish & Wildlife (“CDFW”) for the Western Joshua Trees that were on the property.

On January 21, 2025, the City Council approved a security substitution for Tract 20275 accepting bonds as security for the public improvements and releasing the previously approved lien agreement.

On April 10, 2025, the Engineering Department issued a Right-of-Way Subdivision permit to KB Homes for the development of the tract. KB Homes has made significant progress in the development of the tract and is now ready for Southern California Edison (“SCE”) to install the electrical infrastructure required for the tract.

Discussion:

Though the required underground conduits and vault structures were mostly constructed on the Monte Vista Road and Luna Road dedicated right-of-way, SCE has requested an easement on the City’s lettered lots along the Monte Vista Road and Luna Road frontages. The lettered lots were dedicated in-fee to the City for the required landscaping & irrigation improvements (LMAD) on Monte Vista Road and Luna Road that KB Homes will ultimately construct. For safety and access purposes, SCE requires that transformers have an eight-foot clearance around the structures, which prompts the need for the additional space from the lettered lots along Monte Vista Road and Luna Road.

It is staff’s recommendation that the City Council grant SCE the requested easements so that KB Homes can continue tract development. Without the easements in place, SCE will not energize the electrical lines which will ultimately result in delays to the development of the tract.

Staff is available for any questions Council may have.
