Capital Project Needs Analysis Report for San Bernardino County Transportation Authority
Recommendation:

That the Honorable City Council approve the submission of the Capital Project Needs Analysis Report to the San Bernardino County Transportation Authority for Fiscal Years 2026/2027 through 2030/2031.

Fiscal Impact:

The approval of the Capital Project Needs Analysis (“CPNA”) does not have a direct fiscal impact. Planned expenses for this fiscal year were included in the approved budget. An additional appropriation is not required.

Strategic Plan Goal:

This item aligns with “Goal E - Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. The CPNA is a tool utilized by San Bernardino County Transportation Authority (“SBCTA”) to budget and fund projects that fall under the Victor Valley Major Local Highways Program including bridge projects or major road improvement projects.

Background:

The Measure I 2010-2040 Strategic Plan requires local jurisdictions to annually adopt a five-year CPNA. The CPNA is used to analyze the cash flow needs for the Victor Valley Major Local Highways Program (local high desert area) and the Valley Freeway Interchange and Arterial Programs (San Bernardino/Inland Empire area) to support decisions that will be made by the SBCTA Board as part of their annual budgeting process. Jurisdictions must submit both the CPNA reports for Fiscal Years 2026/2027 - 2030/2031 and an adopting resolution or minute action to SBCTA by September 30, 2025.

The CPNA includes an estimate of project costs categorized by funding type, fiscal year, and phase for the five-year period starting with the upcoming fiscal year. It also 4 3

demonstrates that the jurisdiction has the development mitigation fair share funds for the projects as assigned by the SBCTA Nexus Study. The SBCTA Board approves the projects listed in the first two years of the CPNA as eligible for reimbursement subject to several factors within the Victor Valley Major Local Highways Program.

Approval of the CPNA by the SBCTA Board does not guarantee fund availability. The CPNA serves to establish eligibility for reimbursement. Jurisdictions like Victorville must be aware of their allocation balances and anticipated equitable share revenue to determine financial constraints. The approval of the list of projects eligible for reimbursement is approved by the SBCTA Board in conjunction with the annual budget.

The Victor Valley Major Local Highways Program (“MLH”) requires that a master list of projects eligible for funding be maintained and periodically updated. The list of eligible projects must be approved by the SBCTA Board, based on a recommendation of the Victor Valley subarea representatives and the Mountain/Desert Committee. The current list of near-term approved projects was included in the 2025 update to the 10-Year Delivery Plan and through subsequent Board allocations; however, there is flexibility to add projects to the list of eligible projects if funding capacity is available. At minimum, the CPNA should include the projects that are contained in the 10-Year Delivery Plan and/or under existing funding agreements with the current cash flow needs.

The majority of the projects listed in the Nexus Study for Victorville are currently completed or removed from the list. Some of the completed projects include the Nisqualli bridge, Green Tree bridge, and Bear Valley BNSF bridge. Future projects identified in the Nexus study include widening of National Trails Highway from I-15 to Air Expressway from two to four lanes, as well as infrastructure improvements to Mojave Drive from 7 th Street to Amargosa Road. These improvements will incorporate complete street elements, a new traffic signal, and additional vehicular lanes extending from I-15 to Condor Road. Mojave Drive is listed in the pass-through Five-Year Measure I Capital Improvement Plan for FY 2025/2026 through 2029/2030 which was approved by the Council on August 19, 2025.

Discussion:

To comply with SBCTA’s requirements and ensure eligibility for funding, the Mojave Drive improvement project must be included in the CPNA. The attached CPNA project report (Attachment A) shows the funding organized in a table by phase, fund type and fiscal year. The funding information for the report must be entered using an SBCTA form with a predetermined format. The preliminary project cost estimates, originally developed for a grant application, were used to allocate amounts for each project phase in the report.

The project phases are as follows: Project Approval and Environmental Document (“PA&ED”), Plans, Specifications, and Estimates (“PS&E), Right-of-Way (“ROW”), and construction (“CONST”). The funding sources include: Measure I Major Local Highway Program (“MSI MLHP”); Road Development Impact Fees (“DEV FEE”); and the Surface Transportation Program (“STP”). The STP category in the report represents the federal Surface Transportation Block Grant (“STBG”) funding which the Engineering Department applied for earlier this year with Southern California Association of Governments (SCAG). 4 3

The STBG grant funding is pending the announcement of award decisions, which will be made following the board meeting scheduled for December 2025. The City of Victorville’s application has received a strong recommendation for funding from SBCTA staff. If the grant is not awarded, the project will be delayed until alternative funding sources become available.

Staff recommends that the Honorable City Council approve the submission of the Capital Project Needs Analysis Report for Fiscal Years 2026/2027 through 2030/2031.

Staff is available for any questions Council may have.
