Item Number: 18
City Council / Board of Directors
Written Communications
Meeting of: October 21, 2025
Submitted By:
Heather Barber, Human Resources Officer
Subject:
Approval and Adoption of Revised Publicly Available Pay Schedules to Comply with CalPERS Regulations
Recommendation:
Staff recommends that the Honorable City Council adopt Resolution No. 25-073, approving and adopting an updated Comprehensive Master Salary Schedule from Fiscal Year 2021-2022 through Mid-Year 2024-2025, incorporating all revisions and amendments in accordance with Title 2 of the California Code of Regulations Section 570.5 and the California Public Employees' Retirement System.
Fiscal Impact:
There are no fiscal impacts associated with this item beyond what has previously been approved by City Council. However, failing to approve and adopt the revised Publicly Available Pay Schedules could result in additional fiscal impacts.
Strategic Plan Goal:
This item is consistent with Strategic Plan Goal G – Organizational Effectiveness and Sustainability. The City is committed to providing high-quality services through a commitment to best practices, employee development, support and retention.
Background:
The City of Victorville has contracted with the California Public Employees’ Retirement System (CalPERS) since 1967. CalPERS is an agency that manages pension and health benefits for more than two million California Public employees, retirees, and their families.
In August 2024, CalPERS conducted a standard agency audit of the City’s practices related to financial reporting for pension plans. As a result of that audit, and to comply with California Code of Regulations, Title 2, Section 570.5 for classic members and 571.1 for new members, which defines the requirements for a Publicly Available Pay Schedule 4 3

needed to substantiate base salary for use in pension calculations, CalPERS required that the City adopt a Resolution re-approving any previously approved employee salary schedules which included the Table of Compensation and Table of Organization, into a single Citywide schedule in a format approved by CalPERS.
Following approval from CalPERS, City staff presented Resolution No. 25-011 to the City Council for approval and adoption at the meeting held on May 6, 2025. Resolution No. 25-011 revised and amended the employee salary schedules from Fiscal Year 2021-2022 through Fiscal Year 2024-2025 in accordance with Title 2 of the California Code of Regulations Section 570.5 and the California Public Employees’ Retirement System.
Unfortunately, shortly after the adoption of Resolution No. 25-011, CalPERS advised the City that the updated salary schedules did not comply with CalPERS requirements as the salary schedules reflected amounts that were rounded to the nearest dollar, but the amounts reported to CalPERS are not rounded to the nearest dollar and include cents (i.e., including two significant digits representing the tenths and hundredths place after the decimal point). Additionally, through ongoing dialogue with CalPERS, the City was advised that rounding to the nearest dollar on the Employee Salary Schedule may cause CalPERS to issue a notice to a retiree upon retirement that their compensation has been limited/reduced, but such notice would not specify the amount that was limited/reduced based on rounding to the nearest dollar.
Discussion:
In response to the audit findings and additional information provided by CalPERS, the City has prepared an updated Comprehensive Master Salary Schedule for Fiscal Year 2021-2022 through Mid-Year 2024-2025. The revised salary schedules incorporate all revisions and amendments required by CalPERS and must be formally approved and adopted by the City Council through resolution.
In addition to revising the salary schedules to include cents, Resolution No. 25-073 includes a new employee salary schedule and revisions to effective dates to ensure compliance with CalPERS regulations.
A new salary schedule has been added to reflect previous adjustments to the City Manager’s salary, effective August 4, 2022 (Attachment F). Although the First Amendment to the City Manager’s Employment Agreement was approved by the City Council on August 3, 2022, a corresponding salary schedule was not previously presented to the City Council.
Additionally, two of the attached employee salary schedules have been revised to align their effective dates with the corresponding amendments to the City Manager’s Employment Agreement:
On August 15, 2023, the City Council adopted a Salary and Benefit Resolution (Resolution No. 23-077). This salary schedule has now been revised to be effective August 16, 2023.

On September 3, 2024, the City Council adopted a Salary and Benefit Resolution (Resolution No. 24-075). This salary schedule has now been revised to be effective August 21, 2024
Lastly, during staff review, it was identified that a previously adopted salary schedule was inadvertently excluded from the May 6, 2025, revision. The salary schedule originally adopted on February 18, 2025 (Resolution No. 25-010), has now been incorporated into Resolution No. 25-073 to ensure compliance with CalPERS requirements.
Therefore, staff recommends that the City Council adopt Resolution No. 25-073, approving and adopting an updated Comprehensive Master Salary Schedule from Fiscal Year 2021-2022 through Mid-Year 2024-2025, to include all revisions and amendments in accordance with Title 2 of the California Code of Regulations Section 570.5 and the California Public Employees' Retirement System.
Staff remains available for any questions or comments.
