Strategic Plan Goal:

This item aligns with “Goal E: Invest in Infrastructure” in the City of Victorville Strategic Plan 2023–2026. The installation of SCADA site alarms supports the Water Master Plan by enhancing the security of water assets and maintaining critical water infrastructure.

Background:

On May 20, 2025, the Victorville Water District (District) Board of Directors (Board) approved a construction agreement with Apple Valley Communications, Inc. for the installation of SCADA Operator Interface Terminals (OITs) at Well 138, Well 140, Well 141, the Amethyst Booster Pump Station, and the White Road Booster Pump Station. 4 3

The OITs are user interfaces that allow operators to interact directly with the SCADA system. These terminals enable operators to monitor real-time data and respond to alerts or issues, ensuring the efficient and safe management of the water system. The OITs provide secure, on-site access to monitor and adjust operational parameters of the SCADA system at each of these facilities.

These terminals are sensitive access points with built-in security features to safeguard the system. However, to further enhance site security, District staff also requested installation of intrusion alarm systems at each of the aforementioned locations. These alarm systems are remotely monitored, and District staff is immediately notified in the event of unauthorized access or building intrusion.

Given the critical role the SCADA system plays in managing the District’s water infrastructure, it is essential that these sites are both securely monitored and accessible for necessary operational adjustments.

Discussion:

Project No. ESC25-100 was completed at a final cost of $31,653.52, and the final inspection occurred on June 26, 2025. Thirty-five (35) days after the recordation of the Notice of Completion, the District can release the final retention monies withheld on this project, provided there are no claims or unreleased liens against the contract.

Although a total of five well and booster sites were completed as part of this project, staff have chosen to provide photographs from only one location to demonstrate the type of work performed. For security reasons, the number of images shared has been limited to protect the integrity of the well sites where the installations occurred.

District staff recommend that the Board accept the SCADA Site Alarms project as complete and authorize the General Manager to execute the Notice of Completion.

Staff is available to answer any questions the Board may have.
