Engineering FY
2025/2026 Q1 Quarterly
Update
City of Victorville
Engineering Department
July 1, 2025 through September 30, 2025
The Engineering Department is off to a strong start in the first quarter of Fiscal Year (FY) 2025/2026. I am pleased to report on the department’s progress to date. x The Public Works Traffic Signal Maintenance Crews completed the installation of retro-reflective borders (RRBs) around all traffic signals throughout the City.

This project, funded through the Highway Safety Improvement Program (HSIP) grant, enhances safety by increasing the visibility of signal heads in both daytime and nighttime conditions compared to standard backplates. The Federal Highway Administration (FHWA) approved the use of retro-reflective tape after a seven-year safety study showed that the use of RRBs reduced total crashes at intersections by 15% to 24%. Kudos to our Public Works Traffic Signal Maintenance Crews for completing the labor as the grant only paid for the materials.
x In coordination with Southern California Edison and Elecnor Belco Electric, Inc. our Public Works Traffic Signal M aintenance Crews, also replaced a damaged traffic signal pole on the northwest corner of Mojave Drive and Village Drive.
x Engineering staff completed the General Electric (GE) Driveway project at the Southern California Logistics Airport (SCLA) which will provide better access to the GE Hanger for extra-large jet engine delivery trucks. x The existing drainage cross gutter at Doris Davies Park was restored by the Engineering team after being damaged by Tropical Storm Hilary in 2023. A huge thanks to our Parks team for installing the sod and making it a park again. x Completion of the Old Town Sidewalk Connectivity Phase 2 Project included the construction of 3,380 lineal feet of sidewalk, 16 new curb ramps, and 31 new driveway approaches. In total nine segments of sidewalk were constructed on B Street, C Street, 2nd Street, 4th Street, 5th Street, and 10th Street in Old Town Victorville.
x The Engineering Department also substantially completed the slurry sealing of

4.5 miles of multiple roads throughout the City, including Luna Road, Amargosa Road, Eucalyptus Street, and Third Avenue.
x On the Development side of the house, Richmond American Homes completed the construction of a major storm drain at Third Avenue. Although Third Avenue was closed for an extended period of time, the community will soon start noticing the benefits of this project as the piping of the wash crossing will help to prevent the closure of Third Avenue north of Ottawa Street during major storm events. Next Richmond will complete the road widening on the west side of Third Avenue and construct the missing segments of Talpa Street and Ottawa Street from Third Avenue to Arrowhead Drive which will help with access and circulation.

Projects currently under construction are advancing significantly, and construction contracts have been awarded for the following projects:
x The 2025 City of Victorville Citywide Street Improvements include four separate projects on Green Tree Boulevard, Village Drive, Ridgecrest Road, and Roy Rogers Drive. Our plan is to complete the restriping of Green Tree Boulevard and the sidewalk construction on Village Drive this fall but there will be a hold on the paving projects on Ridgecrest Road a n dR o yR o g e r sD r i v eu n t i lM a r c ho f2 0 2 6f o rb e t t e rw e a t h e r .A l t h o u g ha fall construction start was initially preferred, investing nearly $4 million in these projects requires careful consideration of all factors that could impact construction, including weather conditions. As a result, construction is now scheduled to begin in the spring.
x The Victorville Municipal Utility Services (VMUS) Gas Main Replacement - Phase 5 marks the final stage in the comprehensive replacement of all existing gas mains at SCLA. The gas main replacement will allow VMUS to provide all customers with reliable natural gas at a competitive price supplied through the Kern River Pipeline. Most importantly it will allow us to no longer have to buy any gas from Southwest Gas Company.

The Engineering Department also continues to make great progress on our projects in design as we wrap up the design of Mojave Drive from Amargosa Road to I-15, the SCLA 1-Million Gallon Tank for recycled water, and the Amethyst Road Turnout No. 5 pipeline. Lastly, we have initiated the design phase for our FY 2026 Capital Improvement Projects (CIP) which include street improvements on Bear Valley Road west of Highway 395, enhancements along Third Avenue south of Nisqualli Road, and the construction of reclaimed water pipelines at SCLA. Our goal is to complete the designs this fall to ensure the projects are shovel-ready by Summer 2026.

A big thank you to our hard-working engineers, surveyors, plan checkers, inspectors, drafters, and admin staff who work very hard to ensure that the City’s infrastructure is improved each day.

A Message from the City Engineer
Fredy A. Bonilla, City Engineer
