Subject:

Cal OES Form 130 - Designation of Applicant's Agent Resolution for Non-State Agencies
Recommendation:

That the Honorable City Council approve the execution and submittal of the Cal OES Form 130 designating the City Manager, Deputy City Manager and Director of Finance as authorized agents for the City of Victorville.

Fiscal Impact:

There is no fiscal impact associated with this item. However, if Federal or State grant funds or disaster assistance are awarded, these funds would increase revenues to the City's general fund to offset the costs of disaster preparedness, mitigation, and recovery projects for the City of Victorville in the event of a disaster or emergency. Any such awards would be brought forward to the City Council for separate approval.

Strategic Plan Goal:

Strategic Plan Goal A - Financial Sustainability: Foster fiscal health through long-term planning, cost control, increased revenues, and cost recovery. The receipt of grant funds increases revenue to the City's general fund to off-set the cost of projects.

Background:

The City of Victorville may apply for assistance from the Federal Emergency Management Agency (FEMA) and/or the California Office of Emergency Services (Cal OES) when major disasters occur and result in a financial loss to the City. FEMA administers federal disaster assistance programs and Cal OES administers California disaster assistance programs. Cal OES Form 130, Designation of Applicant's Agent Resolution for Non-State Agencies, designates certain individuals as representatives of the City authorized to request grant funds or disaster cost assistance and sign any related applications, grant acceptance and other grant documents on behalf of the City of Victorville. 4 4
