James Murawski, Airport Director
Subject:
Runway 17/35 Reconstruction Bidding Support, Construction Management & Inspection Services, Project #CC21-015
Recommendation:
That the Southern California Logistics Airport Authority Board of Directors approve Amendment Four to the Consultant/Professional Services Provider Agreement to Burns & McDonnell Engineering Company, Inc., for Bidding Support, Construction Management & Inspection Services, Project CC21-015, increasing the total not to exceed compensation by $606,629.15 to $1,786,865.50 and extending the Term of the Agreement to June 30, 2026.
Fiscal Impact:
This Amendment will result in new expenditures not to exceed $606,629.15 and requires no additional budget appropriation as sufficient funding for the proposed Amendment has been appropriated in the 457 Federal Grants Fund and the 450 Grant Matching Fund.
Ninety-five percent (95%) of the funding for Amendment Four will be provided by Federal Aviation Authority (“FAA”) Grant #34, which was ratified by the Southern California Logistics Airport Authority Board of Directors (“SCLAA”) on October 07, 2025. Grant #34 requires a five percent (5%) match by the SCLAA.
A cost allocation summary displaying the FAA and SCLAA Match for this Amendment is outlined below:

Strategic Plan Goal:
Goal E. Invest in Infrastructure: Project #CC21-015 invests in airfield infrastructure by providing quality control, construction management, engineering and inspection services related to Phase VI of Runway 17/35 Reconstruction Project.
Background:
The Southern California Logistics Airport Authority (“SCLAA”) is required to meet stringent FAA design and construction management standards as a condition of accepting FAA Grant funding for the Project. The construction management and inspection services require highly specialized and technical services customarily performed by engineering firms with specific training and experience regarding FAA standards, specifications, and customary protocol. In 2020, to procure a qualified airport engineering services firm for the multiple phases of the Runway 17/35 Reconstruction project over several years, staff conducted a formal, competitive Request for Qualifications for Airport Engineering Services, Project #CC21-015 in compliance with City Municipal Code §2.28.280 and applicable FAA standards. The SCLAA Board of Directors approved the selection of Burns & McDonnell Engineering Company Inc. (“Burns & McDonnell”) as the qualified airport engineering services firm on December 15, 2020. This approval enabled staff to engage Burns & McDonnell for airport engineering consultant services for the projects contained on its Federally approved Aviation Capital Improvement Program (“ACIP”).
Staff leveraged the Airport engineering expertise of Burns & McDonnell, the qualified engineering firm for the SCLAA, to design plans and specifications for Runway 17/35 Reconstruction – Phase VI (“Phase VI”).
The Southern California Logistics Airport (“SCLA”) airfield consists of two commercial- length runways and nine taxiways. The main runway, Runway 17/35, consists of two remaining aged asphalt sections and newer concrete pavement sections. The two remaining asphalt sections have been of particular concern for Airport users since asphalt rutting, pitting, cracking, and breaking are major safety concerns as these conditions create foreign object debris that collect on the runway and taxiways, becoming major hazards to aircraft. Several asphalt sections have been replaced with concrete pavement in previous Runway 17/35 Reconstruction phases as FAA funding has become available.
Phase VI will finish the asphalt reconstruction efforts on Runway 17/35 to improve the runway pavement and overall safety for aircraft operations. Ancillary to the runway 4 4

pavement reconstruction, certain runway shoulders and a blast pad, which are exhibiting signs of distress, will be reconstructed.
The SCLAA Board of Directors approved the award of a Construction Contract to Coffman Specialties, Inc, to facilitate Runway 17/35 Reconstruction – Phase VI, Project #CC26- 043, on October 07, 2025.
Discussion:
A project of this size and importance to the SCLAA necessitates construction management and inspection expertise by engineers with aviation experience. To procure these services, SCLAA staff requested a proposal from Burns & McDonnell for the construction management and inspection services associated with Phase VI, as per City Municipal Code §2.28.110. Staff received the attached proposal (“Proposal”) for construction management and inspection services for Phase VI. The Proposal includes additional Phase VI related cost estimates to furnish designs for future replacement of Runway 17/35 shoulders and the cost to conduct a pavement condition index study that has been requested by the FAA. The total Proposal amount is $606,629.15, which is approximately 6.95% of the total awarded construction agreement amount of $8,725,000.
For comparison purposes, the cost of construction management expressed as a percentage of the awarded construction agreement for Phase IIIB & IV was 9.75%, and Phase V was 2.89%. Construction management costs vary by the type of work to be completed based on the specifications for each project. Staff is satisfied that the Proposal represents fair pricing for the Phase VI construction management work.
The current Consultant/Professional Services Provider Agreement (“Agreement”) with Burns & McDonnell was entered into on December 15, 2020, for the not to exceed amount of $902,243.34, which was sufficient for Phases I, II, and III of the Runway 17/35 Reconstruction. Amendment One was issued on September 26, 2022, to extend the Term of the Agreement to June 30, 2023. To utilize Burns & McDonnell for Construction Management and Inspection Services for Phases IIIB and IV, Amendment Two was issued on December 06, 2023, to extend the Term of the Agreement to June 30, 2024, and increase the not to exceed compensation amount to $1,037,363.83. Amendment Three was issued on December 13, 2024, to extend the term of the Agreement to June 30, 2025, and increase the not to exceed compensation amount to $1,180,236.25. The commencement of Phase VI requires additional expenses and time for engineering and construction management services.
Approval of Amendment Four to the existing Agreement will allow Burns & McDonnell to continue to provide the necessary Construction Management and Inspection Services for Phase VI of the Runway 17/35 Reconstruction.
Therefore, staff requests and recommends that the SCLAA Board of Directors approve Amendment Four to the Consultant/Professional Services Provider Agreement by and between the SCLAA and Burns & McDonnell, increasing the total not to exceed compensation by $606,629.15 to $1,786,865.50, for Bidding Support, Construction 4 4
