Re: SCLA RWY 17-35 Phase 6 CM
Dear Mr. Murawski:

We appreciate the opportunity to provide this proposal for providing Construction Management Services for Phase 6 of Runway 17-35 Reconstruction Project. Additionally, we are providing additional Design Hours to update the current RWY 17-35 Pavement Condition Survey to update the PCI Database and to include plans and specifications to expand the project to include reconstruction of shoulders, and replacement of runway edge lights.

We have based our Construction Management proposal on the project plans and specifications and the Bid as awarded to Coffman Construction. We understand the project will be completed within 120 calendar days beginning in early December of . Burns & McDonnell is partnered with our subconsultants JOA Group, MB Pro and Wagner Engineering and Survey.

As the project will be billed on a time and materials basis – this proposed fee is subject to actual effort provided – and we have anticipated the staffing that will be required to complete the project within the allotted 120 calendar days. We have provided a spreadsheet of our personnel and hourly rates based on the timeline presented and anticipating the same meeting schedule during construction as we have seen on prior phases of this project. Our Fee Worksheet is based on a 120-calendar day construction period. We are proposing a weekly construction meeting and on-site field engineers and construction observers on a part-time basis. We do anticipate 24-hour operations for this project during paving operations and as such have projected overtime hours.

We have broken out the proposed CM fee into the following four-line items totaling $552,129.15 billed on a lump sum basis.

1. Construction Management and Inspection.

2. OC Testing

3. Survey – provide an allowance of 20 survey party hours to establish control and verify location of signage.

4. Expenses – Project Vehicles and Field Equipment/supplies 2026
